Description
DRAFT Performance Work Statement Joint Contracting Command –Iraq/Afghanistan, TWR-P is requesting “white papers” from vendors interested in performing term medical clinic support for contractors in the Iraqi theater of operations. The successful contactor must be able to seek reimbursement for all services. The Contractor is expected to coordinate with military commands, insurance companies and employers to facilitate delivery of medical care as well as processing of insurance reimbursements. 1.0. INTRODUCTION: United States Forces Iraq (USFI) require a contractor to provide short term medical clinic support for contractors in the Iraqi theater of operations. The focus will be on general practice, quality health care. The successful contactor must be able to seek reimbursement for all services rendered per DOD policy and DFARS clause 252.225.7040. The successful offeror shall provide medical facilities with medical evacuation for injuries or sickness requiring ten days or more of inpatient care or care of chronic complaints. Severe injuries or injuries/complaints that cannot be diagnosed and or treated appropriately will be stabilized and the patient evacuated to another facility, such as facilities in Dubai or Jordan. Contractor is expected to coordinate with military commands, insurance companies and employers to facilitate delivery of medical care as well as processing of insurance reimbursements. 1.1. Contingency Contractor Medical Personnel Clinic: The Contractor shall establish Contingency Contractor Medical Clinics (CCMC) capable of providing medical services to all Contingency Contractor Personnel. There will be two types of CCMC's. The first type will be classified as a CCMC Level I, and the second a CCMC Level II. Contingency Contractor Personnel are defined as defense contractors and employees of defense contractors and associated subcontractors, including U.S. citizens, U.S. legal aliens, Third Country Nationals (TCNs), and citizens of the Host Nation (HNs) who are authorized to accompany U.S. military forces in contingency operations or other military operations, or exercises designated by the geographic Combatant Commander. This includes employees of external support, systems support, and theater support contractors. The contractor shall provide all equipment and personnel required for this effort at no cost to the government. Medical services to non-contingency contractor personnel will be in coordination with the USFI Surgeon and will need prior approval from the Contracting Officer. 1.2. Evacuation: For medical conditions that threaten life, limb or eyesight, the government will provide wounded or injured Contingency Contractors with medical evacuation by ground and airlift to the nearest DoD medical facility. For all other conditions the government will provide wounded or injured Contingency Contractors with medical evacuation by ground and airlift to the nearest CCMC Level II facility. 2.0. SCOPE OF SERVICES: The contractor shall provide facilities, equipment, and staff sufficient to support a population of U.S. Government and Coalition force contingency contractors at the locations listed in paragraph 6.0. The contractor operating the CCMC's shall retain ownership of all equipment it purchases and facilities it constructs to provide the fee for service medical services under this contract. All designs for facilities will be coordinated and approved through USFI SG and C7 and shall comply with all applicable US military standards regarding construction and operation. The Government shall have the right to purchase all equipment and facilities at fair market value at the end of this contract. SEE ATTACHED PERFORMANCE WORK STATEMENT FOR FURTHER DESCRIPTION
