Description
The Space and Naval Warfare Systems Center (SSC) Atlantic in Charleston, SCintends to issue solicitation N65236-09-R-0095 as a sole source commercialcontract pursuant to the authority of FAR 6.302-5(b)(6) and the VeteransBenefits Act of 2003 (15U.S.C. 657f), to AVOW Consulting Partners, Inc. of OakHill, VA, a Service Disabled Veteran Owned Small Business (SDVOSB). The workincludes providing Health System Information Technology and InformationAssurance (IT/IA) Data Strategy and Governance solutions providing innovativesolutions based on "best business practices" and comprehensive analysis andassessments. These include the ability to exchange patient health informationamong clinicians and other authorized entities in real time and under stringentsecurity, privacy and other protections; authentication and identification ofbothclinicians and beneficiaries; and national accessibility of patient'shealthcareproviders to both healthcare providers and the patient. The proposed action will be a Firm Fixed Price type contract awarded under FARPart 13.5. The FSC Code is D307. The NAICS Code is 541512 with a sizestandard of $25M. The period of performance is currently forecasted to be 1August 2009 through 31 July 2010. The Government estimate for this action is$3M. If there is no response from other eligible and capable SDVOSBs, SSC Atlanticwill proceed with awarding this acquisition to AVOW Consulting Partners,Inc. Interested parties who identify their interest and capability in response tothisrequirement by 25 JUN 2009 will be considered by the Government. Adetermination by the Government not to compete this requirement based uponresponses to this notice is solely within the discretion of the Government.Information received will be for the purpose of determining whether to conducta competitive procurement. To be considered, all potential sources shall be registered in the CentralContractor Registration (CCR). Firms are invited to submit the appropriatedocumentation, literature, brochures, and references necessary to support thatthey possess the required capabilities necessary to meet or exceed the statedrequirements. There is a page limit of eight (8) pages total on data submittedand must include the following: (1) Name and address of firm(2) Size of business, including: average annual revenue for past three yearsand number of employees(3) Ownership, stating that business is a Service Disabled Veteran-OwnedBusiness(4) Number or years in business(5) Two points of contact, including: name, title, phone, fax, and e-mailaddress(6) CAGE and/or DUNS Number (if available)(7) Affiliate information, possible subcontractors (if potential prime)(8) The percentage of work your company can perform with respect to thestated requirements (Do not include any documentation or percentages for anycompany other than your own. This is an analysis of your company?s abilitiesof what it can or cannot perform)(9) A list of customers for relevant work performed in the past five (5)years,including a summary of work performed, contract numbers, contract type, dollarvalue for each contract referenced, how this work demonstrates capability toperform percentages stated in number eight, and a customer point of contactwith phone number (this information is required to verify offeror?sperformance; the government may contact any reference for further validation.)(10) A list of potential fills for above positions to include resumes and,if/wherenecessary, supporting documentation.(11) Statement that the contractor has or does not have an approvedaccounting system as defined in the Federal Acquisition Regulation (FAR) Responses shall be submitted via email to Mr. Hanh Chau(hanh.h.chau@navy.mil), Code 2258HC, Contracting Officer, no later than 1200(EST) on 25 JUN 2009.
