Description
This Design/Bid/Build project will provide for the partial renovation of the Ernie Pyle Army Reserve Center (ARC), new construction of an unheated storage building and military equipment parking area. The contractor will be required to renovate approximately 40,000 SF of an existing 150,000 SF three story facility while it is partially occupied and utilized by the Army Reserve. Renovation of administrative areas, caged storage areas, restrooms, showers, locker rooms, communication room, kitchen, and arms vaults of Building 200 will be required. An elevator system will be added to the building. The facility fire suppression/sprinkler system will be renovated in its entirety. Construction efforts will need to be coordinated with the Army Reserve to minimize the impact on daily operations. A pre-engineered unheated storage building of approximately 5,000SF will be provided. Supporting facilities include paving for parking of privately owned vehicles, fencing, general site improvements, extension of utilities, and stormwater management. The solicitation will contain the following options: Organizational Parking, Exterior Slab Repair, CFCI OMAR Funded Items, and CFCI Bona Fide Need OMAR Funded Items. The proposals will be evaluated using the Lowest Price Technically Acceptable (LPTA) Source Selection Process with the following rated evaluation criteria: Prime Contractor Past Experience and Prime Contractor Past Performance. NAICS code is 236220. Size standard is $33.5M. Estimated cost range is $10M to $25M. Contract duration is approximately 500 days. Approximate issue date of the solicitation is 2 July 2009 and approximate closing date is 31 July 2009 at 2:00 p.m. Eastern Time. Project documents will be available on the web only.
