- Senior Counter Narcotics Advisor Gentlemen/Ladies: SUBJECT: Solicitation for Personal Services Contractor (PSC), Department of State, Bureau for International Narcotics and Law Enforcement Affairs. The United States Government, represented by the Department of State, is seeking applications from U.S. citizens interested in providing the PSC services described below. JOB DESCRIPTION: Senior Counter Narcotics Advisor MARKET VALUE: FP-2 - FP-1, Step 7 I. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND:The Senior Counter Narcotics Advisor (CNA) will live and work in Afghanistan. Primary location will be the U.S. Embassy compound in Kabul but considerable time may be spent in travel to field locations. Additionally, the CNA should anticipate being flexible in deployment location in order to accommodate the needs of the mission as determined by the Director NAS/INL. This may include lengthy or semi-permanent deployments to INL field locations such as a FOB. The CNA reports directly to the Director of the Narcotics Affairs Section/International Narcotics and Law Enforcement Affairs (NAS/INL) US Embassy Kabul, serving as a subject matter expert on the full range of counter narcotics issues as they relate to stabilization and reconstruction activities in failed or failing states, and complex security environments. The CNA shall provide the technical counter narcotics expertise within the NAS and on behalf of INL in interagency settings, for activities aimed at improving INL and broader USG and international capacities to provide counter narcotics assistance in stability and reconstruction efforts in Afghanistan. S/he shall be responsible for maintaining oversight and evaluation of specific program areas/issues as instructed by the Director NAS/INL as well as advising the Poppy Eradication Force’s Afghan National Police in all strategic and tactical matters. S/he shall serve as the lead specialist among the Embassy’s Counter Narcotics Advisor Team and shall work closely with the Foreign Service program officer to ensure that policy objectives for Counter Narcotics Programs are supported by realistic and achievable cultivation reduction and eradication programs. S/he shall also serve as a resource for the managers of INL/AP programs already underway, providing expert guidance as needed. SUPERVISORY CONTROLS: The PA will report directly to the Director of the Narcotics Affairs Section, Bureau of International Narcotics and Law Enforcement Affairs (INL), U.S. Embassy Kabul. II. STATEMENT OF WORK Specific program management responsibilities include: •Serve as the senior counter narcotics subject matter expert within the Narcotics Affairs Section and advisor on such matters to the Director NAS/INL. •Provide direction and supervision, under the guidance of the NAS Deputy Director and Director, to the Poppy Eradication Force. •Develop, and assist other NAS/INL staff and the Poppy Eradication Force to develop counter narcotics programs for post-conflict and complex security operations which are coordinated with the police, military, and alternative development programs. •Provide policy analysis and program guidance to the NAS/INL staff, the INL front office, and other Department of State offices upon request on counter narcotics aspects of current program efforts as well as those in planning or evaluation stages. Such guidance may address any of a wide number of issues, such as mission objectives; the size and structure of the poppy elimination efforts; coordination with military mission elements; budgeting; development of Afghan counter narcotics police capacities and institutions; and training plans. •Provide policy analysis and guidance to the NAS/INL staff, the INL front office, and other Department of State offices upon request on practical measures to improve U.S. and international capacities to provide counter narcotics assistance to stability and reconstruction efforts in Afghanistan. •Participate in senior-level meetings, seminars, and exercises with USG, Allied and Host National representatives to develop plans/programs for implementation of counter narcotics assistance and improve INL capacities to respond quickly and effectively when new mission initiatives emerge. •Serve as an advisory resource for INL program managers in Washington and in the field on specific aspects of planning and implementation of ongoing counter narcotics assistance programs. •Participate in and/or lead assessments of current program efforts in regards to law enforcement capacities and structures in Afghanistan, as well as assessments of the impact of ongoing programs; brief those assessments to senior INL and other Department and interagency officials; and, on the basis of those assessments, propose future activities and/or remedial actions. •Represent INL, as needed, at domestic and international conferences on counter narcotics aspects of stability and reconstruction operations. •Assist with recruitment of personnel for INL/AP programs. •Participate in NAS/INL Kabul office meetings. •Other duties as requested and assigned by the INL/AP Director. III. LEVEL OF EFFORT The level of effort required over the period of this one year contract is 100%. The position is full-time, with a minimum of 40 hours per week. IV. KNOWLEDGE AND SKILLS REQUIRED Minimum requirements are as follows: •U.S. Citizenship. •At least 10 years experience in U.S. counter narcotics operations, management, organizational development, planning and/or training. (Time and duties in previous INL missions will count toward this total) •Experience working with the UN or other international organizations overseas in an INL or related mission. •Ability to safely carry, operate and maintain an M4, MP-5, Glock 19 and M9. •Ability to obtain DOS-approved security clearance at the Secret level. Preferred qualifications include: •Experience in counter narcotics operations, training and reform efforts in a post-conflict or active insurgency environment. •Knowledge of counter narcotics program development in an international environment. •Experience working or coordinating with other relevant U.S. government agencies (e.g., Departments of Justice and Defense, USAID). •Excellent oral and written English communication skills. •Superior interpersonal skills. V. EVALUATION FACTORS A.Ability to provide counter narcotics subject matter and policy guidance to senior level policy makers within the Embassy and INL. (25%) B.Experience and ability to assess current programs and assist in developing and implementing plans for improving U.S. capacities to implement counter narcotics assistance programs. (25%) C.Ability to liaise with members of relevant USG agencies, Host National representatives and the international community in developing and coordinating counter narcotics programs, as well as to represent INL in these forums. (25%) D.Ability to communicate complex issues in a timely and concise manner, both orally and in written form. (15%) E.Experience in working in an overseas high-threat environment. (10%) VI. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant’s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. VII.
