Description
This is a Sources Sought Synopsis. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. This Sources Sought Synopsis is in support of a market survey being conducted by the St. Louis District, Corps of Engineers to identify Historically Underutilized Business Zones (HUBZones) prime contractors in Region 5. The NAICS Code for this proposed acquisition is 333298, All Other Industrial Machinery Manufacturing, and the small business size standard is 500 employees. The following are general capabilities required to perform the manufacturing, testing, and delivery of miter gate strut assemblies and miter gate ring spring assemblies. The Contractor shall furnish all labor, materials, plant and equipment required for manufacture, testing and delivery of four (4) miter gate strut assemblies and four (4) miter gate ring spring assemblies, to the USACE Service Base, Foot of Arsenal Street, ST. Louis, Missouri. Available Materials. All materials shall be identical to the original, existing, materials or a Government approved equal. (1) Cast steel shall be replaced with the proper GRADE of the current ASTM A 148 as noted on the drawings. (2) Steel shafting shall be similar and equal to ASTM A434, Class BC, Standard Specification for Steel Bars Alloy, Hot-Wrought or Cold-Finished, Quench and Tempered. (3) Plain Bearing or bushing material shall be similar and equal to ASTM B584, alloy number as shown. (4) All welding shall be in accordance with AWS D1.1, Structural Welding Code Steel. 3.3 Materials. All standard manufactured equipment and appurtenances, of the same type and size, shall be the products of the same manufacturer, unless otherwise approved by the Contracting Officer. 4. Spare Parts. The Contractor shall furnish the following spare parts, prepared for long-term storage: Four (4) each of the ring springs (28 elements of model A-6-K ring springs per cartridge. Springs shall be shipped with a wooden or steel pipe shaft, sized to hold the spring elements in proper alignment for storage. All spare parts shall be duplicates of the original parts furnished and interchangeable therewith, except as otherwise specified herein. All spare parts shall be packed separately in containers plainly marked SPARE PARTS ONLY. A packing list, indicating the content of each such container, shall be securely fastened, in a moisture proof envelope, to the outside of the container. The packing list shall provide the Manufacturer, Contract Number, Bill of Material Identification Number and the manufacturer's drawing number or part number, for each spare part in the container. 5. PREPARATION FOR SHIPMENT AND STORAGE AT THE WORKSITE. (1) Preparation for Shipment. Prior to shipment from the manufacturer's and/or fabricator's plant or plants, the Contractor shall prepare the various elements of the ring spring assembly for shipment as described herein. All large, bulky and/or heavy items shall be securely mounted on skids or pallets of ample size and strength to facilitate loading and unloading. All small parts shall be boxed in sturdy wood or heavy corrugated paperboard boxes. A packing list, indicating the contents of each such box and enclosed in a moisture proof envelope, shall be securely fastened to the outside of the box. The skid and/or pallet mounting and the boxing shall be done in a manner which will prevent damage to the equipment during loading, shipment, unloading, storage and any associated and/or subsequent handling. Weather proof covers shall be provided during shipment to protect any items shipped in open cars, trucks or barges. Any eyebolts, special slings, strongbacks, skidding attachments or other devices used in loading the equipment at the manufacturer's and/or fabricator's plant or plants shall be furnished for unloading and handling at the destination. All handling appurtenances shall become the property of the Government. (2) Preparation for Storage. At the conclusion of all shop tests, all ring spring assemblies shall be prepared for storage as described herein. All openings into the ring spring assembly equipment shall be protected against the entrance of dirt, metal chips, water or other foreign material by means of plastic closures. The closures shall be held securely in place by taping or another acceptable means. (3) Handling for Shipment. The Contractor shall provide all labor, materials and equipment required for loading, handling and unloading of the strut assemblies. The Government does not have lifting equipment or personnel available for handling. No equipment, labor or materials will be made available by the Government for handling operations. The Government will use responses to this SOURCES SOUGHT synopsis to make appropriate acquisition decisions to solicit this project as a HubZone. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. After completing its analysis, the Government will determine whether to limit competition to HubZones. Submissions that do not meet all requirements or submit within the allotted time will not be considered. Electronic submissions via email will be accepted, facsimile submissions will not. Responses to this Sources Sought shall be emailed to Thomas Connell at thomas.r.connell@usace.army.mil. Responses must be received no later than 1400 CDT on June 20, 2009.
