Description
Ambulatory Surgical Centers This is a Request for Quotation prepared in accordance with FAR Part 13, as supplemented with additional information included with this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. QUOTES ARE BEING REQUESTED. The Centers for Medicare and Medicaid Services intends to award using Simplified Acquisition Procedures, a fixed priced purchase order at a fixed labor rate for a systems designer to assist CMS with programming data. A purchase order award will be made within (5) days after the response due date of this notice. It is anticipated that the period of performance will be approximately twelve months. The estimated level of effort for this procurement is 327 hours. The North American Industry Classification System Code (NAICS) is 541512. The Statement of Work and Deliverables are attached. The contractor will assist CMS in programming related to extracting data, constructing analytic files, and preparing data runs and reports that are the basis for the Medicare Physician Fee Schedule (PFS) and Ambulatory Surgical Center (ASC) payment system (OPPS) update 2010 and 2011 and provide the skills and expertise necessary to explore changes to these payment systems. The contractor must be a systems designer with expert knowledge of the Medicare claims processing format and system. The contractor must possess the experience, knowledge, and expertise that are required for this project. The contractor must have an in depth knowledge of and experience with the various systems through which Medicare bills are processed, in particular the PFS and ASC bills. The contractor must have extensive knowledge of the Medicare PFS and ASC data, and in constructing appropriate data files and update methodologies. The contractor's expertise is needed to recalibrate the payment rates and geographic adjustments, the preparation of addenda and related public use files for the 2009 final rules and the 2010 proposed and final rules. This Request for Quotes (RFQ) is being set aside for small business concerns. Responses must be sent electronically in MS Word format to Lucille.Lee@cms.hhs.gov and in hard copy no later than 11:00am on June 30, 2009 to Lucille Lee, Office of Acquisitions and Grants Management, Centers for Medicare and Medicaid Services, 7500 Security Blvd., Baltimore, MD 21244. Responses shall be no more than five pages and shall include the following: 1) Contractor's plan to perform the Statement of Work; 2) Past performance information - relevant experience to perform the required services; and 3) fully loaded labor rate and anticipated hours. All responses will be evaluated on a best value basis using the following Evaluation Criteria: 1) Technical - meeting the requirement, 2) Past Performance - the relevance and quality of prior performance; and 3) Price - the amount. The government intends to award an order to the responsible offeror whose quotation offers the best combination of technical capabilities and proposed price; the best value (considering price and other factors). All responses/quotes submitted shall remain valid for a period of 180 days. Interested parties must be able to affirm no conflicts of interest with parties involved in Medicare claims processing in light of the work identified in this Statement of Work. In the event that the vendor/government identifies a conflict or the appearance of a conflict, the vendor shall be responsible for providing a mitigation strategy that satisfies the government. In the event that the conflict cannot be resolved, the order cannot be awarded or an existing order may need to be terminated.
