Description
The Mission and Installation Contracting Command (MICC) Center, Fort Bragg, NC, intends to award a firm-fixed price contract on a sole source basis in accordance with FAR 13.106, a contract to Avaya Federal Solutions, Inc., 2250 Corporate Park Dr., Suite 200, Herndon, VA 20171. The Contractor shall furnish all maintenance, services and supplies, not otherwise provided by the Government, at Fort Bragg, North Carolina. The Contractor shall have responsibility for providing communications throughout the Army Medical Center, three Super Clinics, our Dental Buildings, Preventive Medical Buildings and Veterinary HQs Buildings to include nearby AFB clinic. Avaya Inc. supports S8710 communications to the patients and their providers. Avaya Inc. has an enhanced design to out-dial to their Alarm/Test Group in case of equipment or software failure and this testing and remote repair services is only available through Avaya. This system has been in existence for over 5 years with qualified personnel to maintain this service on Fort Bragg, NC. The parts are required to be certified U.S. Avaya and not aftermarket or Gray Market overseas purchased Avaya parts. Contractor personnel shall adhere to standards of performance, which are generally acceptable to the maintenance of the S8710 type of media server. The Contractor shall provide the following: Avaya S8710 A and B Servers, Network Switches, Modular Messaging MAS and MSS servers. The contractor shall provide Avaya Technical Support, Hardware replacement and Maintenance based on a standard 24x7 full coverage Contract with a 24 hour Equipment Replacement. The contractor shall provide qualified personnel, test equipment, tools, material and other items as necessary to perform troubleshooting, repair and all other operational checks and adjustments required to keep the Lucent Switch and Associate Devices working at an optimum level and at factory specifications. The contractor shall provide a standard 24x7 technical phone support on Major alarms and Minor and Warning alarms. The period of performance is from June 2009 through August 2009. Written evidence of the Contractors qualifications shall be submitted to the Contracting Office in response to this notice. NAICS code for this procurement is 517919 and the small business size standard is $25M. This sole source requirement will be procured under Simplified Acquisition Procedures and awarded on an unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued; however, any company that believes it can meet the requirements may give written notification to the Contracting Office within five (5) days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation. Responses are due by 23 June 2009, 3:00 P.M. (EST).
