- This announcement is modified with the following:1.All copies of the Standard Form (SF 330) shall be submitted no later than close of business June 18, 2009, and not June 25 as was listed in the previous modification. 2.The Small Business size of $4.5 Million no longer applies to this solicitation. Below is a list of questions and answers that have been received for the FCA Energy Conservation Upgrades pre-solicitation. AE FCA Energy Conservation Upgrades Questions as of June 15, 2009: Question 1: What is the duration of this project? Does the VA anticipate awarding a Firm-Fixed Price contract? Will there be a Project Officer or COTR available for this project. Answer 1: All of these questions were addressed in modification one. Question 2: Is the VA looking for one A/E firm that will be brought in as a hazardous materials consultant, or, can a firm submit qualifications as a stand alone hazardous materials consulting firm. Answer 2: The VA is looking for firms that can provide a variety of A/E services, as to just one specific stand-alone service. Question 3: Does the VA usually issue solicitations for Service Disabled Veteran Owned Small Businesses? If so what the area limitations that are stated? Answer 3: This solicitation was originally a Total Small Business Set-aside, but now it has been changed to Full and Open Competition. The geographical radius will remain at 50 miles from the VA Medical Center at Wade Park. Question 4: What percentage is required for the prime small business to self-perform on this solicitation? Answer 4: The percentage would have been 15 percent, but now that this is Full and Open Competition, this percentage does not apply. Question 5: Is the new date for submissions of VA-250-09-RP-0196 changed to June 25, 2009? FBO has the date listed as June 25, 2009 in the body of the solicitation, while it is listed as June 18, 2009 in the information bar on the right? Answer 5: The SF 330 submissions are due on June 18, 2009 as originally posted, and as listed on the information bar on the right. The June 25 submission date was an error. Question 6: Could you please confirm that the FCA Energy Conservation Upgrades solicitation is for Sources Sought? Also, is it no longer a Small Business Set-aside? Answer 6: This solicitation is requesting SF 330's to be submitted to review the qualifications of interested firms for this project. This solicitation is no longer a Small Business Set-Aside, but Full and Open Competition. Question 7: How much bonding capacity is going to be required for this opportunity? Is this Source Sought opportunity to be a possible SDV set-aside or is it set-aside for Total Small Businesses? Answer 7: This project will not be requiring any bonding capacity, and this is no longer a Total Small Business Set-Aside, as stated in the previous Question #6.
