- This sources sought notice is issued for information and planning purposes only. The Government is soliciting information to determine the availability of all socioeconomic small business groups capable to perform the requirement indicated below. The requirement is for Transportation services within the Gaithersburg, MD/Washington, DC/Metropolitan Area. The proposed acquisition strategy for this requirement is for a firm fixed-price Blanket Purchase Agreement (BPA). The following is a draft of the Statement of Work (SOW): The Contractor shall provide all support for project oversight, equipment, administration and technical execution of this contract. The Contractor is responsible for maintaining accurate records of project activities. The Contractor shall ensure that all drivers assigned to the routes shall have a background check. A list of all potential drivers with their names, social security numbers and citizenship information shall be provided to the NIST Security upon award. The potential drivers shall have no traffic violation or chargeable accidents within the last 12 months. Driver(s) shall have knowledge and be able to read a map of Gaithersburg, Maryland and the Washington Metropolitan Area. NIST requires proof that each potential driver has a Commercial Driver’s License (CDL) Class "B" license with airbrake endorsement and that they meet the Department of Transportation (DOT) and State of Maryland requirements to operate a 55 to 57-passenger bus. The Contractor shall ensure consistent on-time service. In the event of mechanical break down or lack of transportation of any nature, the Contractor shall immediately notify the TIC (TBD at time of Award) and provide replacement vehicle(s) with a qualified driver(s) and resume service within one hour of the service interruption. It is critical that the driver maintain constant contact with their dispatcher center. The Contractor shall have at least 5 drivers and vehicles that meet the requirements of this SOW. The Contractor shall ensure that the driver and/or dispatch center is immediately available during services to NIST. Typical service schedules shall be between 6:30 a.m. and 7:30 p.m. The Contractor shall ensure that vehicles pass the Passenger DOT inspections requirements. The vehicles shall have functional heating and air conditioning. The vehicles shall also have handicap accommodations and the interior of the vehicle shall be clean and uncluttered. The vehicles shall have passed the Passenger DOT Inspection. All work shall be accomplished within the Gaithersburg, Maryland and the Washington Metropolitan area. No final commitment has been made to procure the stated requirement; therefore, this sources sought notice should not be construed as a commitment or authorization to incur costs in anticipation of such procurement. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 485999, as those domestic sources having 500 employees or less. Please include your company’s size classification in any response to this notice. Interested parties are requested to provide information on their ability to satisfy any or all of the requirements outlined above At a minimum, responses should include company name and address, size of business, point of contact (including telephone number, facsimile number and e-mail address), and a list of contracts within the past five (5) years under which the interested party has performed the same or similar work. No telephone requests will be honored. Contractors must be registered in the Central Contractor Registration (CCR), accessed via the Internet at http://www.ccr.gov. All information provided will become property of the National Institute of Standards and Technology (NIST) and will not be returned. Responses are requested by June 22, 2009 and should include a point of contact, phone number, fax number and email address.
