Description
The U.S. Department of the Army, Army Research Laboratory (ARL) requires systems, supplies, repair services, and professional engineering services to maintain, support, and enhance Unattended Ground Sensor (UGS) systems previously acquired by the Government and operated by the Department of Defense as part of the Current Force UGS (CF UGS) program. The CF UGS systems employ various sensor modalities including seismic, acoustic, magnetic, and pyroelectric transducers, daylight imagers and passive infrared imagers to automatically detect the presence of persons or vehicles, and transmit activity reports or imagery via radio-frequency (RF) or satellite communications (SATCOM) links to a remote Processing, Exploitation, and Dissemination (PED) station. The systems are packaged for concealed emplacement in the field and for long-duration unattended operation. This announcement constitutes the only solicitation notice: to receive a copy of the solicitation package any interested party must meet the following security requirements: The interested party shall have a Top Secret Facility clearance and storage capability at their facility to perform the planned contract. One employee of the interested parties staff must have Sensitive Compartmented Information (SCI) access in order to obtain the full solicitation outlining this requirement. The SCI access is required to configure server systems, obtain and analyze data, interface to Army intelligence networks. The interested party shall submit evidence of their qualifications to meet the above requirements to the Contract Specialist noted below. If the interested party meets all security requirements, the potential offeror will be provided a Solicitation package. This synopsis is a market research tool being used to determine the availability and qualification of potential interested parties. The government is not obligated to and will not pay for any information received from the interested parties as a result of this synopsis. It is requested that interested parties submit to the Contract Specialist the information requested above. All documents submitted shall reference W911QX-09-R-0013. Responses are due NLT 30 June 2009, 11:59 PM EST. LATE RESPONSES WILL NOT BE ACCEPTED. All interested parties, regardless of size, are encouraged to respond to this synopsis.
