Description
FORMAL SOLICITATION NOTICE FOR ARMY MULTIPLE-AWARD CONSTRUCTION IDIQ FA5613-08-R-3000 A Preproposal Conference/Test Project Site Visit will be held at 700 Contracting Squadron (700 CONS) located on Rhine Ordnance Barracks Germany on 02 July 2009, 0800 in rooms 9 & 10 of Bldg 164. Attendance is mandatory for all offerors. Failure to attend the conference and Test Project site visit will result in the rejection of the proposal/bid. Offeror Deadlines: 1. Solicitation Questions: Questions concerning this solicitation must be received in writing NLT 26 June 2009, 1000. 2. Security: Offerors must submit the names of their proposed attendees (not to exceed 2 persons per offeror) not later than 23 June 2009 to the POC shown below. This is to allow time to get base access approval before the conference and site visit. 3. Proposals/Bids: Proposals/Bids must be received by 700 CONS NLT 16 July 2009, 1000. Successful awardees will be selected using Performance/Price Tradeoff procedures resulting in the BEST VALUE to the Government. Offerors should pay particular attention to Sections L and M of this solicitation. The anticipated award will be a multiple-award construction IDIQ for a 5-year ordering period. The estimated magnitude of construction for the ordering period is between $100,000,000.00 and $250,000,000.00. The guaranteed minimum per awardee is $2,000.00. The expected award date is on/or about 1 August 2009 - subject to the availablity of funds. Place of performance will be Army construction located within the borders of Germany. The estimated requirement is a wide range of individual task orders which include sustainment, maintenance/repair, alteration, and minor construction of real property. This competitive solicitation will be restricted to construction firms authorized to operate and perform business in the Federal Republic of Germany in accordance with DFARS 252.225-7042, Authorization to Perform. All other contractors are deemed ineligible to submit offers. The successful contractors will be required to furnish all materials, equipment and personnel necessary to design, manage and accomplish individual task orders and maintain a project management office (PMO) in the Kaiserslautern Germany area. The PMO must be able to receive task orders and provide management services related to the accomplishment of individual task orders. Offerors must be registered in the Central Contractor Registry (CCR) to be eligible for an award. For more information, go to the CCR website at http://www.ccr.gov/. The NAICS code for this acquisition is 236220 (commercial and institutional building construction). This solicitation is unrestricted. As this is an overseas effort, The Service Contract Act (SCA) wages and SBA Small Business Size Standards will not apply. All notifications posted here must be downloaded from the website, as no paper copies will be issued. Again, attendence at the conference/site visit is mandatory and non-attendees will not be allowed to submit a proposal.
