Description
The USDA, Agricultural Research Service intends to issue and award to the AVESTIN, Inc 2450 Don Reid Drive, Ottawa, ON, Canada, KIH lEl on a sole source basis. Award will be made pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. REQUIREMENT: The Emulsiflex-C3 is a high-pressure homogenizer that can process samples as small as 10ml and yet has the flexibility to process up to 3 L/hr. Rice products are used to prepare emulsions to encapsulate oil, nutraceuticals, flavors or phytochemicals. A high-pressure homogenizer is needed to generate emulsions with a particle size from 10 nm to 1000 nm to get good encapsulation efficiencies of nutraceuticals, flavors, aromas, or phytochemicals. Since processes often need to be scaled up, the flexibility to cover a large range of process volumes is important. The membrane support system for EmulsiFlex-C3 allows continuous filtration/extrusion of liposomes and emulsions following homogenization. This is the only homogenizer that can work with this range of capacities. Unique Qualifications: The purchase of the Emulsiflex-C3 from AVESTIN, Inc 2450 Don Reid Drive, Ottawa, ON, Canada, KIH lEl is justified for the following reasons: (1) the Emulsiflex-C3 is a unique instrument. It requires only a small sample volume and has a low retention of product, less than 1 mL. (2) The EF-C3 is capable of 30000 psi, direct-drive, and runs off single-phase power (115V). (3) Only the Avestin Emulsiflex has the continuous filtration/extrusion membrane support capability that allows production of liposomes and emulsions following homogenization. The Emulsiflex-C3 shall be installed, delivery FOB, to the USDA, ARS, SRRC, New Orleans, Louisiana. Responses are to be received within 15 days (noon CST, July 2, 2009) of this notice. The NAICS Code/Size is 423490. This procurement will be processed pursuant to FAR part 12, Acquisition of Commercial Items. No telephone inquiries will be accepted. No solicitation will be issued.
