Description
THE UNITED STATES ARMY TACOM CONTRACTING CENTER IN WARREN, MICHIGAN INTENDS TO ISSUE A REQUEST FOR PROPOSAL (RFP) ON A SOLE SOURCE BASIS FOR A FOLLOW-ON CONTRACT ACTION/MODIFICATION TO EXISTING CONTRACT NUMBER DAAE07-03-C-L107 WITH PATRICK POWER PRODUCTS, INC. FOR FURTHER DEVELOPMENT OF THE TECHNOLOGY ALREADY DEVELOPED UNDER THE BASIC CONTRACT, HEREIN DESCRIBED AS FOLLOWS: FIFTH GENERATION OF ABRAMS AUXILIARY POWER UNIT (APU) DEVELOPMENT, THE PRIMARY FOCUS OF WHICH IS TO DEVELOP AN IMPROVED, REVISED AND UPDATED ROTARY ENGINE FOR THE APU WHICH INCORPORATES ALL OF THE INNOVATIONS DEVELOPED UNDER THIS CONTRACT UP TO THIS POINT, AND ALSO INCLUDES THE LATEST PRODUCTION PROCESSES AND TOOLING FOR THE EASE OF TRANSITION TO HIGHER PRODUCTION VOLUME. ADDITIONAL BENEFITS ANTICIPATED TO BE REALIZED WITH THIS PROPOSED NEW WORK EFFORT INCLUDE A HIGHER COMPRESSION RATIO TO IMPROVE FUEL ECONOMY, UTILIZATION OF AN OIL-COOLED ROTOR TO DECREASE OIL CONSUMPTION AND IMPROVED HEAT REJECTI! ON, AND INCORPORATION OF A MORE CAPABLE COOLING SYSTEM. THESE IMPROVEMENTS WILL ALSO BE DESIGNED SO THAT THE ENGINE CAN BE SCALED TO VARIOUS POWER LEVELS TO FIT AN ARRAY OF SPECIFIC PLATFORM APPLICATIONS, SERVING TO SUPPORT THE THRUST FOR A COMMON APU FOR THE ABRAMS, BRADLEY, AND STRYKER PLATFORMS. THE PROPOSED ADDITIONAL NEW WORK EFFORT FOR THIS CONTRACT, IN THE ESTIMATED COST PLUS FIXED FEE AMOUNT OF $2,160,000, INCLUDES IMPROVING THE EFFICIENCY OF THE UNIT AND INCREASING THE OVERALL POWER OUTPUT. THIS WILL BE ACCOMPLISHED BY INCLUDING A NUMBER OF INTEGRATION IMPROVEMENTS INTO THE DESIGN, INCLUDING THE ENGINE MANUFACTURING PROCESS, IMPROVING THE COMPRESSION RATIO TO INCREASE FUEL ECONOMY, AND UTILIZING A MORE EFFICIENT COOLING SYSTEM. IT IS ANTICIPATED THAT THE REVISED ENGINE DESIGN WILL PRODUCE TWICE AS MUCH POWER WHILE ONLY ADDING AN INCH TO THE OVERALL SIZE, WITH MINIMAL WEIGHT GAIN. ADDITIONALLY, A MULTI-ROTOR CONFIGURATION WILL ALSO BE POSSIBLE TO FURTHER DOUBL! E OR TRIPLE THE POWER OUTPUT WHEN AN INCREASED SPACE CLAIM IS AVAILABLE. THE PERIOD OF PERFORMANCE FOR THIS PROPOSED NEW EFFORT IS EXPECTED TO BE 24 MONTHS IN DURATION. IT IS ANTICIPATED THAT THE RFP FOR THIS PROPOSED ADDITIONAL EFFORT ACTION WILL BE AVAILABLE ON OR ABOUT 6 JULY 2009, WITH THE PROPOSAL DUE 30 DAYS THEREAFTER, OR APPROXIMATELY 5 AUGUST 2009. ALL RESPONSIBLE SOURCES MAY SUBMIT A CAPABILITY STATEMENT, PROPOSAL, OR QUOTATION, WHICH WILL AFFORD THEM THE OPPORTUNITY TO IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT A PROPOSAL, AND ANY INFORMATION RECEIVED IN RESPONSE WILL SUBSEQUENTLY BE CONSIDERED TO DETERMINE IF A COMPETITIVE ACQUISITION SHOULD BE! CONDUCTED IN LIEU OF USING A SOLE SOURCE APPROACH, BUT ALL OTHER INTERESTED PARTIES SHALL CONTACT MR.
