Description
Solicitation HC1028-09-T-2161 DISA/DITCO, intends to issue a contract for the acquisition of annual software maintenance renewal for EnCase Enterprise Mobile Examiner software, EnCase Enterprise Pro Suite V6, and EnCase PLSP Forensic needed in support of the FSO IRRT. The software being maintained is proprietary and protected by copyright laws. No third party maintenance is authorized. Period of performance is 29 June 2009 through 23 July 2010. The statutory authority for other than full and open competition is 10 USC 2304( c)(1). Companies who can provide the above listed software maintenance renewal must complete the attached solicitation, HC1028-09-T-2161, by 10:00 AM (CST) on 23 June 2009. The resultant contract will be a firm fixed price purchase order. The NAICS code is 511210 for this procurement. The justification detailing the government's essential need for EnCase Software Maintenance is listed below. This request by DISA GO432 is to renew the annual software maintenance subscriptions for EnCase Enterprise and Forensic software utilized by the FSO Incident Response and Recovery Team (IRRT). This software is critical to the FSO incident response mission in that EnCase Enterprise and Forensic are computer forensic tools that perform enterprise and computer investigations by providing complete network visibility, immediate response and comprehensive, forensic-level analysis of servers and workstations anywhere on a network. To preclude problems and to allow IRRT to continue their mission of protecting their networks, and therefore the warfighter, these specific licenses are required. Until such time that another product has been sufficiently tested and proven to be more reliable, the IRRT will require renewal of the EnCase software licenses and maintenance to protect their networks.
