- The Department of Health and Human Services (HHS), Program Support Center has a requirement for the Office of the Secretary, Emergency Care Coordination Center (ECCC). The ECCC is seeking to establish a system that can accept, combine, and display the information that is currently being collected by hospitals throughout the country. The system would be capable of processing this data and then graphically displaying it so that trends could be identified and analyzed. The collection and display of this information would provide valuable situational awareness for emergency medical managers, hospital staff and administrators, and the academic community. Administrative data elements such as ambulance diversion, patient wait-times, and ED census can be used as markers for the relative strain on emergency departments. Currently, many emergency departments utilize electronic information systems in order to record patient data, track hospital wide trends and measure efficiency. These systems provide a wealth of information to hospital managers and aid in making decisions such as resource allotment and staffing levels. While this data is extremely useful, it is largely limited to in-house systems, where the data collected is not shared beyond the individual hospital. OBJECTIVES This requirement is Phase 1 of a potentially multi-phased project. The purpose of Phase 1 is to obtain the services of a vendor to design, develop, and demonstrate a stand-alone web-based system that will collect near real-time data from a minimum of five hospital emergency department information systems (EDIS) and display that data in a web-based graphical interface that will allow for end-user initiated data queries which produce graphical representations of the data, suitable for the identification and analysis of various trends. The system shall not increase the workload of healthcare providers or otherwise intrude in daily hospital operations. The system shall collect pre-selected emergency department data from a minimum of five pre-identified EDIS without requiring additional manual input from providers (i.e., online survey forms). Phase 1 also includes a limited demonstration of capability using data from a minimum of five EDIS. The Complete Statement of Work will be posted in approximatly 15 days after the posting of this synopsis. The requirement is being solicited and awarded under Part 12, Part 13 and Part 15 of the Federal Acquisiiton Regulation and FAR CIR.2005-32. A Time and Materials Labor Hour contract is anticipated. The solicitation is a Small Business Set-Aside. The period of performance is anticipated to be a 12 month base period.
