- The National Marine Mammal Laboratory in Seattle, WA has a requirement for Steller Seal Lion research in the Russian Far East. The purpose of this procurement is to supplement work previously undertaken in the Russian Far East and increase the area of coverage to ensure that all major Russian sea lion rookeries are monitored. Rookeries to be monitored are field camp deployments on the Kuril Islands, the Sea of Okhotsk, the Commander Islands, along the Kamchatka coast to resight marked Steller sea lions and mark pups on selected rookeries, as well as a new rookery near Sakhalin Island that has never been included in previous work. The addition of this sight would greatly improve our understanding of the movements of sea lions from Russia into Japanese waters. Contractor will be responsible for conducting boat surveys of all known rookeries and haulout sites in the western Bering Sea, Commander Islands, Sea of Okhotsk, and East Kamchatka, and the Kuril Island chain to (1) brand pups and collect necessary physiological information; (2) to collect brand resight data from designated field camps; and (3) provide a scientist fluent in both English and Russian to conduct the work. This work will collect information on the number of Steller sea lion pups and non-pups and collect brand resight data. In addition, where possible, fecal samples, tissue samples, and blood will be collected to provide diet information of the Steller sea lions in the surveyed areas. A maximum of 43 known Steller sea lion sites located along approximately 1,160 nautical miles of coast line will be surveyed. The data collection format will need to be similar to previous surveys in order to have results comparable with previous historical data. The current trend of Steller sea lion abundance in three areas of the Russian Far East will be estimated and brand resight information added into an existing database. The period of performance for this requirement is expected to be September 16, 2009 through September 15, 2010 with two optional one-year periods. The proposed contract is 100% set-aside for small business concerns. The NAICS code for this procurement is 541990 and the size standard is $7.0M.
