Description: DESCRIPTION: Special Notice: WC133W-09-RP-0053 THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY AND IS IN COMPLIANCE WITH THE TRANSPARENCY AND ACCOUNTABILITY REQUIREMENTS ASSOCIATED WITH THE SUPPLEMENTAL APPROPRIATIONS PROVIDED BY THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA), PUBLIC LAW 111-5. THIS OPPORTUNITY IS AVAILABLE ONLY TO SIKU CONSTRUCTION, LLC, 6700 ARTIC SPUR ROAD, ANCHORAGE, AK 99518-1550, AN 8(A) CONCERN OWNED BY AN ALASKA NATIVE CORPORATION. The U. S. Department of Commerce, National Oceanic Atmospheric Administration (NOAA), posts this notice of intent to issue a negotiated solicitation on a sole-source basis to Siku Construction, LLC, an 8(a) firm. The estimated value of this action is between $6,000,000.00 and $7,000,000.00. This action is for design-build (DB) construction of up to seven (7) staff housing units for NOAA personnel in Barrow, AK. Those personnel include representatives of the National Weather Service (NWS) and of the Office of Atmospheric Research (OAR). The solicitation will require the offeror to propose on both a preferred requirement of one-story houses and an alternative requirement of two-story houses. The action involves both ARRA-funded housing units and NWS Construction (PAC) - funded housing units. There will be a base requirement of six housing units with an optional requirement for one additional unit. The preferred requirement is as follows: ARRA-funded one-story NWS units 2 EA ARRA-funded one-story OAR units 2 EA PAC-funded one-story NWS units 2 EA PAC-funded Optional one-story NWS unit 1 EA The preferred requirement includes the design and Leadership in Energy and Environmental Design (LEED) consulting services applicable to all seven units. The alternate requirement, in case the preferred one-story solution is too expensive, is this: ARRA-funded two-story NWS units 2 EA ARRA-funded two-story OAR units 2 EA PAC-funded two-story NWS units 2 EA PAC-funded Optional two-story NWS unit 1 EA Again, the alternate requirement includes the design and LEED consulting services applicable to all seven units. Under the authority of Federal Acquisition Regulation (FAR) 19.805-1(b)(2), award can be made to Siku on a sole-source basis over $3.5 million because they are owned by the Ukpeagvik Inupiat Corporation (UIC), an Alaska Native Corporation.
