- REQ#1058303 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-30. This announcement constitutes the only 100% total small business side aside solicitation and a written solicitation will not be issued. This synopsis, NAICS code 541720, is to notify contractors that the government intends to issue a Firm Fixed Price Purchase Order in accordance with FAR Part 13.106 for the following statement of work, under the simplified acquisition procedures. Any firm that believes it is capable of providing the required service as stated herein may submit a capability statement to document its ability to provide the required services. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. This solicitation is issued as a Request for Quote (RFQ) The Food and Drug Administration (FDA) intends to award a purchase order for the services to analyze data from FDA’s 2008 Health and Diet Survey and discerning trends in health beliefs and label usage. The Statement of Work is as follows: Title: Diet-Disease Familiarity, Dietary Supplements, and Food Label Use Background This is a new contract for the purpose of analyzing data from FDA’s 2008 Health and Diet Survey and discerning trends in health beliefs and label usage since FDA began collecting data in 1994. The survey collected data from consumers about their health beliefs, diet-disease familiarity, dietary supplement use and food label usage. The data is to be analyzed and published in peer-reviewed journals. FDA staff requires outside assistance with the data analysis of the prevalence and distribution of certain health beliefs among US consumers and how those beliefs relate to behaviors, such as dietary supplement and food label use. Purpose The purpose of this requirement is to procure necessary tools and services to assist CFSAN to better understand the factors associated with trends in food handling practices. Scope of Work The contractor shall: •Work closely with the project officer throughout this project. All contact will be through email or telephone calls. •Conduct an analysis on the association between consumer health beliefs, attitudes, food label use and the consumption of dietary supplements. •Draft a manuscript for submission to a professional journal on the analysis conducted. Deliverables The contractor shall submit the following electronically to the project officer: 1. A detailed analysis plan listing i. the variables, including exact definitions, to be used in the analysis ii. the overall analysis approach iii. the statistical procedures to be used 2. A literature review of health beliefs and dietary supplement use 3. The SAS programs or other statistical programs used to define any variables that are recoded or constructed 4. A descriptive analysis of all major variables of interest 5. Results of the multivariate analysis 6. The SAS or other statistical programs used to analyze the data 7. Tables displaying the results of the analysis to be interpreted 8. Full documentation of the methods used for the analysis 9. Evaluation Criteria The evaluation criteria are used by the technical evaluation committee when reviewing the technical proposals. The criteria below are listed in descending order of importance. UNDERSTANDING THE REQUIREMENT The offeror shall demonstrate its understanding of the requirement through the degree of thoroughness, soundness, and comprehension expressed by the proposed technical requirements. MANAGEMENT/TECHNICAL APPROACH The offeror shall provide information on the administration of the project. This should include management plans, methods for achieving data analysis and manuscript writing, and quality control procedures. RELEVANT EXPERIENCE The offeror shall provide personnel who have demonstrated professional knowledge of the field of consumer food handling and trend analysis using survey data and who can offer consultation needed by FDA. The offeror shall name the participating personnel and identify their qualifications and experience. The offeror shall provide personnel who have education in statistics or a field that includes statistical training such as economics, sociology, or epidemiology. PAST PERFORMANCE The offeror shall describe their past performance, identifying other organizations with which they have participated in similar efforts including the degree of their involvement, the size and complexity of the organization and other information describing their experience. By past performance, the Government means the offeror’s record of conforming to specifications and to standards of quality service. Evaluation of past performance will be based on performance documentation and any other pertinent information available and not solely on information provided by the offeror and not on absolute standards of acceptable performance. The Government will determine whether an offeror has consistently demonstrated a strong commitment to customer satisfaction and high performance of services. OVERALL PRICE The offeror shall provide the best overall value for the FDA in terms of cost, relevant experience and approach. ***Responses to this solicitation should not exceed 15 pages.*** Award will be made to the party whose quote offers the best value to the Government, technical, price, and other factors considered. The Government may award this contract to other than the lowest price technically acceptable quote.
