- The Naval Surface Warfare Center Panama City intends to issue a sole source purchase order to Cobham Mission Systems (formerly Carleton Technologies Incorporated) 2734 Hickory Grove Road, Davenport, IA 52804 for the acquisition of spare parts and components for the Explosive Ordnance Disposal Viper VSW Underwater Breathing Apparatus (UBA). The components being acquired are ten (10) exhale elbow connectors (p/n 1104-H08), ten (10) inhale elbow connectors (p/n 1104-H09), twenty (20) power inflators (p/n 1375-A30), ten (10) strap canisters (p/n 2108-A37), five (5) Mk-48 full face masks (p/n 2117-A05), ten (10) 24-M soft goods kits (p/n 2400-A07SG), five (5) MK11 buoyancy compensators (p/n B60040-1), twenty (20) MK11 soft goods kits. This procurement is sole source for the following reasons. The MK 11 Viper VSW UBA is a NAVSEA "Certified" Diving Life Support System (DLSS). Cobham Mission Systems is the Original Equipment Manufacturer (OEM) of the MK 11 Viper VSW UBA. As the OEM, only Cobham can accurately provide all of the spare parts for the MK 11 Viper VSW UBA. Procuring these spare parts from another company would run the risk of incompatibility of components when maintaining and repairing the MK 11 Viper VSW UBA. The components and raw materials that make up the system fall within the scope of certification boundaries. Substitution of similar materials and components are not authorized without the expressed permission of NAVSEA 00C4 and requires an approved departure from the specification. In summary, Cobham Mission Systems is the only responsible source due to their unique qualifications as sole manufacturer of the MK11 Viper VSW UBA. There are no other companies that manufacture this critical life support equipment. The required delivery date will be 9 Months after receipt of order. Delivery shall be FOB Destination to NSWC PCD, 110 Vernon Avenue, Panama City, FL 32407.. The North American Industry Classification System Code (NAICS) is 541990, and the small business size standard is 500 employees. The closing date to submit quotes is 13 July 2009. The Department of Defense will no longer award contracts to contractors not registered in the Central Contractor Registration (CCR) Database.
