Description
The National Highway Traffic Safety Administration (NHTSA) is an integral part of the United States Department of Transportation (DOT) and its mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs associated with motor vehicle crashes. To accomplish this, NHTSA collects and analyzes motor vehicle crash data and develops, promotes, and implements educational programs, vehicle safety standards, research, and enforcement programs. Data suggest that sobriety checkpoints in combination with publicity can be effective in reducing crashes. However, sobriety checkpoint programs have not achieved a significant general deterrence effect when examined in terms of program awareness, self-reported behavior change, and perception of increased likelihood of being stopped by the police and arrested. There is a need to improve general deterrence so that enforcement programs can be more effective and the crash reduction effects sustained. There is a need to improve the visibility of enforcement programs. Description: The objective of this requirement is to assess the effectiveness of an earlier checkpoint start time and accompanying signage in raising public awareness of sobriety checkpoint activity and raising the public’s perceived risk of an alcohol-impaired driver being stopped and arrested. This requirement will include eight (8) tasks: (1) Final Refined Work Plan, (2) Recruit Sites, (3) Prepare for Baseline Telephone Survey, (4) Prepare for On-Site Intervention Activity, (5) Conduct Telephone Surveys, (6) Implement Sobriety Checkpoint Intervention Activity, (7) Brief NHTSA on Results and (8) Submit Final Report Deliverables. All work required including preparation, submission, review, and acceptance of the final report shall be completed within thirty-two (32) months after the effective date of the contract. The NAICS Code for this contract is 541720. It is the Government’s intent to award a Cost plus fixed fee type contract for a performance period not to exceed thirty-six (36) months. It is the Offeror’s responsibility to monitor the FedBizOpps Internet site for the release of the solicitation and amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Requests for paper copies of the RFP will not be accepted. The estimated date for release of the solicitation is on or about June 29, 2009. Period of Performance: Thirty-six (36) months starting on or about 9/3/2009. RFP Number: DTNH22-09-R-00220 Contract Award: NHTSA intends to issue a full and open, competitive Request for Proposals (RFP) with the intention of awarding a Cost plus fixed fee type contract for a performance period not to exceed thirty-six (36) months. All questions regarding this posting must be submitted in writing via e-mail to sherese.gray@dot.gov no later than July 6, 2009. The anticipated award date for this resultant contract is expected on or about September 3, 2009.
