- The National Highway Traffic Safety Administration (NHTSA) is an integral part of the United States Department of Transportation (DOT) and its mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs associated with motor vehicle crashes. To accomplish this, NHTSA collects and analyzes motor vehicle crash data and develops, promotes, and implements educational programs, vehicle safety standards, research, and enforcement programs. Federal Motor Vehicle Safety Standard (FMVSS) No. 108, -Lamps, reflective devices, and associated equipment, specifies requirements for original and replacement lamps, reflective devices, and associated equipment. The purpose of the standard is to reduce traffic accidents and deaths and injuries resulting from traffic accidents, by providing adequate illumination of the roadway, and by enhancing the conspicuity of motor vehicles on the public roads so that their presence is perceived and their signals understood, both in daylight and in darkness or other conditions of reduced visibility. The standard applies to passenger cars, multipurpose passenger vehicles (MPV’s), trucks, buses, trailer (except pole trailers and trailer converter dollies), and motorcycles, and to lamps, reflective devices, and associated equipment for replacement of like equipment on vehicles to which this standard applies. The requirements for compliance testing of motor vehicle lighting equipment are specified in TP-108-13 as applicable. Description: The objective of this requirement is to purchase test items and conduct testing including preparation of test reports so that the Government can determine whether motor vehicle lighting equipment comply with the requirements of FMVSS No. 108 and TP-108-13 as applicable. The NAICS Code for this contract is 541380. It is the Government’s intent to award a Indefinite Delivery, Indefinite Quantity, (IDIQ) Firm Fixed Price (with cost reimbursement portion) type contract to include one (1) twelve (12) month base period and four (4) one-year option periods for a total performance period of five (5) years. It is the Offeror’s responsibility to monitor the FedBizOpps Internet site for the release of the solicitation and amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Requests for paper copies of the Invitation for bids will not be accepted. The estimated date for release of the invitation for bids is on or about July 1, 2009. Period of Performance: One (1) twelve (12) month base period and four (4) one-year option periods for a total of Five (5) years starting on or about 8/31/2009. IFB Number: DTNH22-09-Q-00065 Contract Award: NHTSA intends to issue a full and open, competitive Invitation for Bid (IFB) with the intention of awarding a IDIQ/Firm Fixed Price type contract for a performance period not to exceed five (5) years.. The anticipated award date for this resultant contract is expected on or about August 31, 2009.
