QUESTIONS AND ANSWERS SOLICITATION ATTACHMENT I STANCHION SOLICITATION PART II Stanchio solicitation PART I Solicitation Number GS11P09YMC0108 for the STANCHION REPAIRS is hereby amended to answer questions received from the site visit held on May 12, 2009. Also, incorporate the following items as listed below, as reflected in the amendment. Vendors are also advised that a second site-visit will be held on June 22, 2009 10:00 am @ West Heating Plant, 1051 29 th Street NW, Washington, DC 20007. Vendors will be required to submit any questions in writing from this site-visit by NOON on June 23, 2009 to Mr. James Johnson via email at jamesm.johnson@gsa.gov. Interested Parties attending the sit visit are encouraged to bring hard hats with them. Based on these changes, the solicitation closing date has been extended to July 7, 2009. All bids are to be received by 1:00 PM at the Bid room 1065 first floor at 301 7 th Street, SW Washington, DC 20407. 1. Questions Received: Q1. What type of steel should be used for the stanchion structures? A1. Steel utilized in the stanchions should be hot dipped steel. Q2. What should be done about the welded and cut edges upon completion of a structure? A2. All welded and cut edges shall be galvanized upon completion. Q3. What conditions should be left for stanchions that are to be removed but not replaced? A3. If the stanchion is to be removed but not replaced, then simply remove all metal down to the lowest concrete point, and grind smooth to prevent tripping hazards and lacerations. Q4. How much insulation should be removed for each stanchion to be worked upon? A4. Each stanchion will have approximately 3 linear feet of insulation on each side removed to allow for the work to be performed on the stanchion. It is to the contractor's discretion how to cover the exposed piping as to prevent burning during work on the stanchions. Upon completion the insulation will be replaced onto the exposed piping. Q5. How will the concrete pedestals be affixed to the ground? What concrete should be used? A5. The concrete pedestals are to have bolting into the floor to prevent movement. The flooring is to be drilled for four (4) rebar bolts, to be placed in a square setup for the concrete to be poured. Concrete should be high strength concrete (>3,000 psi) Q6. Is this bid to include/create actual technical specs or are they just doing the work? A6. The offers is to only perform the work specified. Q7. Will the government provide a stress analysis of the materials (stanchions)? A7. No, as it is not necessary. Q8. What type of rebar is to be used? A8. Epoxy Coated Steel Rebar should be used, as is more suitable for corrosive and humid conditions. Q9. Where can details about overtime and weekend shutdown procedures be found? A9. Please refer to Section A10 of the Statement of Work. Q10. If there are additional stanchions found to be in disrepair and need to be replaced, how will they be included into the project? A10. The contractor will be provided an opportunity to submit unit pricing for additional stanchions to be replaced. Q11. The Request For Proposal states that the project be completed in 180 days. If following this timeframe multiple stanchions in an area would need to be removed at a time, leaving the pipe unsupported. Is it GSA's intention for the contractor to install temporary stanchions to support the piping while work is accomplished and utilizing multiple work crews (3-4) in both areas of the system at the same time? A11. The revised Statement of Work has changed to the project completion time to 360 days. The successful contractor will need to make the determine if installing temporary stanchions are warranted. Q12. What is the government's proposed shutdown schedule to demo/replace anchor stanchions, since existing anchors will need to be removed leaving line with no anchor point? A12. See revised scope of work regarding steam outages (Section A.10). Q13. Define total number of each stanchion design to be replaced and provide drawings for proper costing. A13. See chart attached w/ specifications. Q14. Is all insulation adjacent to each stanchion (and temp stanchion locations) to be removed asbestos free? If so, when will sample results be provided? Is any testing/abatement that may be needed to be included as part of this project? A14. Yes, all areas where insulation is to be removed have been tested for ACM where it is suspected to be present. Test results will be made available to the contractor upon request for specific areas. This project does not include provisions for ACM testing or abatement/ disposal. Q15. Define "significant concrete work" to include rebar requirements, maximum depth and total square feet to be repaired at each location. A15. This item has been removed from the specification requirements. Q16. Define how many pipe guides and/or pipe rolls are required by pipe size. Table indicated 4", 6", 8", 10", and 12". Table seems to indicate channel size and not size of pipe to be supported. A16. The table has been modified to provide a listing of the type of stanchion (mid or full size) and pipe guide sizes. A full list of each stanchion numbered and its pipe roll sizes are provided separately. Q17. Define size and specification for insulation material to be removed/ disturbed and any other intended specifications. A17. Specifications have been revised to include insulation information. Q18. Scope of Work lists requirement to "clean and apply rust protection", please define expected scope of cleaning and paint requirements. A18. This requirement has been removed from the solicitation. Q19. Will GSA provide a listing (reference numbering) of stanchions to be worked with expected scope of work at each one? When will stanchion drawings of what is required to be provided, proposal cannot be priced without clear specifications of what GSA wants. A19. Reference numbering has been provided, however, a SOW for each stanchion will not be provided. See the drawings w/specifications to determine what is required. Q20. Table lists cut and replace steel at bottom of stanchion as requested repair, does GSA also expect repairs between stanchion and wall attachment point and if so what is expected. A20. Mid height or "short" stanchions are to be totally replaced if stated, including wall attachment points. However, if a "full-sized" stanchion is listed to be replaced, only the front vertical sections of the full-length stanchions are to be replaced. Q21. Scope of work lists "new structural steel to be galvanized tube", drawing provided shows tube steel but table provided does not list how many stanchions are to be installed using tube steel. Please indicate how many, where and what size steel to be utilized. A21. Galvanized tubes are only for anchors. C-channel is to be used for stanchions. Q22. Define what type/size of pipe guide is required, IE: spider, PTFE Pipe Slide Assemblies adjustable roller or non-adjustable. Both types of each are installed in the work area. A22. "Spider" Pipe alignment guides are to be used, further detail can be found in the SOW (Section A.9.) Q23. Will steam, water leaks and excessive heat currently not present that causes delays be subjected to liquidated damages? A23. No. Q24. Will water leaks that are present now and flowing thru the water troughs be stopped in order to pour concrete? A24. No. Q25. Is contractor expected to stop water flow that will adversely impact concrete pours? A25. No. Q26. Are bid bonds due when proposal is submitted, performance bond and insurance due 15 working days after receipt of notice of award? A26. Yes, please see the Revised Section L of the solicitation. Q27. Since bond costs are based on project value and duration does the govt. for its convenience expect to extend/postpone the 180 day completion deadline at any point? A27. The revised project completion time frame is now 360 days. Q28. How far in advance will acceptance/QC inspections need to be scheduled with COR? A28. This will be determined after contract award. Q29. Project completion covers several federal holidays; will completion be extended to replace these lost work days? A29. As the project completion time has been revised to 360 days, there is no anticipation of lost work days. Q30. During the site visit it was mentioned that anchor replacement system outages would occur on weekends, how many hours will be allotted for these outages? A30. An estimated maximum amount of 54 hours will be allotted for steam line outages. Q31. How many anchor points per location are there? A31. Anchor points vary in number with each location. The anchors that are to be replaced are listed in each section of tunnel. Q32. Are the supports roller guides also? A32. No. The roller supports are separate from the pipe guides. Q33. What are the pipe sizes at each support/anchor location? A33. Pipe sizes for each section are listed on the provided stanchion table listing in the notes. Q34. Please provide the engineer's stress analysis talked about in the walk-thru meeting. Another contractor had stated one had been done under another contract with GSA. A34. GSA is not aware of any Engineer's Stress Analysis performed. Q35. Discussion was made regarding repairing cracks in the concrete and spalding concrete. There is no discussion in the scope of work for these items. Please provide a quantity of each for pricing process. A35. Concrete repairs are no longer required for this project. Q36. Please provide a preferred method of repair for crack repairs. A36. Please see the response to Question 34. Q37. In the technical specifications it stated there were photos attached. There were not photos attached. Are there photos available? A37. Yes, these documents will be made available upon the completion of the required security documentation. Q38. What is the time frame for shutting down the steam line? A38. Please see the response to Question 29. Q39. The scope talks about an IDIQ. Is this an IDIQ contract? A39. No, it is not an IDIQ contract. 2. Incorporate the attached SF-1442 into Section A. 3. Incorporate the attached Revised Section B into the solicitation package. 4. Incorporate the attached Revised Section C into the solicitation package. 5. Incorporate the attached Revised Section D into the solicitation package. 6. Incorporate the attached Revised Section E into the solicitation package. 7. Incorporate the attached Revised Section F into the solicitation package. 8. Incorporate the attached Revised Section G into the solicitation package. 9. Incorporate the attached Revised Section H into the solicitation package. 10. Incorporate the attached Revised Section I into the solicitation package. 11. Incorporate the attached Revised Section J into the solicitation package. 12.
