Description
The National Cancer Institute (NCI), plans to enter into a sole source procurement for 40 grams of the synthesis of deuterated trityl paramagnetic imaging contrast agent, OX071 from GE Healthcare; P.O. Box 4220 Nydalen; 0401 Oslo, Norway. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1 (b)(1). The North American Industry Classification System code is 325188 and the business size standard is 1000 employees. The Biophysics Branch in the Radiation Biology Branch at the National Cancer Institute is currently developing new imaging modalities to study physiological responses of tumors and normal tissues to radiation and chemotherapy drugs. The OX071 compound is a deuterated version of (tris[8-carboxy-2,2,6,6-tetrakis(2-hydroxymethol)benzol[1,2- d’ ]bix(1,3)dithio-4-yl]methyl radical) and is a contrast agent used in the NCI’s Electron Paramagnetic Resonance (EPR) imaging and low field Magnetic Resonance Imaging (MRI) studies. These imaging modalities rely on paramagnetic contrast reagents which exhibit a single narrow line EPR spectra, are water soluble, and are non-toxic in animals. OX071 is the most appropriate candidate that meets the above specifications. Contractor shall delivery on or before 01 October 2009. The development of the EPR imaging instrumentation is completely dependent on the use of a very specific free radical compound, OX071. The OX071 is one of only a few compounds which can be used successfully to determine tissue oxygen levels in either mice or humans. GE Healthcare is the only known company that can synthesize the OX071 in the required amounts the EPRI project requires for adequate testing. The chemical synthesis of the OX071 is extremely demanding and requires multiple steps to achieve both purity and quantity. GE Healthcare is the only known company which can achieve both the purity and quantity necessary for the EPRI project to advance and is proprietary to GE Healthcare. This is not a solicitation for competitive quotations. However, if any interested party believes it can perform the requirement as detailed they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient details to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the contracting office on or before 11:00 am ET, on July 2, 2009. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
