- Contractor Performance Data Sheet This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number AG-0120-S-09-0059 and this solicitation is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-32. This is a small business set-aside with an associated NAICS code of 541611 and small business size standard of $7.0 million. The following are this solicitation’s list of contract line item number(s) and items, quantities and units of measure: 001 Strategic Planning, Facilitation and Creative Communication The contractor shall provide strategic planning, facilitation, and creative communication services for the continuation of the Chugach National Forest’s efforts to engage local, state (and in some cases national) and nonprofit partners in a collaborative approach to drawing the next generation of children and their families outdoors. This directly builds from the Forest’s involvement and leadership in, “Get Outdoors Anchorage!” and desire to – in collaboration with partners – take concrete action on many of the “Get Outdoors” recommendations through a regional Children’s Forest initiative. Specific needs and requirements: • Facilitate strategic planning (and project management of the planning effort) between primary partners of the Children’s Forest leadership team. This will require meeting with Chugach National Forest staff and leadership, as well as Alaska Geographic staff and leadership. Key Outcome: Three (3) to five (5) year strategic plan. • Facilitate a smaller multi-partner/agency working group to develop agreements for collaborating and partnering across programs and landscapes (e.g. from the Municipality of Anchorage’s YEP program to the Chugach National Forest’s education and stewardship programs). This work should draw on the outcomes and final report from the Get Outdoors Anchorage Working Summit as well as participating organizations’ planning/program documents, such as the Municipality of Anchorage’s Parks and Recreation strategic plan currently underway. Key Outcome: Actionable agreements and timelines that, ideally, integrate into the three-to-five year strategic plan. • Planning for, designing and developing communication products and messages to 1) convey the season’s coming opportunities to “get outdoors” associated with the Children’s Forest and, 2) develop messages for communicating multi-agency/organization collaborative efforts to the public. Location : Primary meetings will be located in Anchorage, Alaska. One meeting will be held at each Ranger District -- in Cordova, AK, one in Girdwood, AK and Moose Pass, AK or Seward, AK. Work Schedule – NOTE: The number of meetings is approximate and not a guarantee. The total number may increase or decrease based on progress of work. Between July 2009 and March 2010: Approx two (2) internal team meetings a month (Anchorage); These meetings should run one to two (1-2) hours, with the exception of the kick-off meeting which may run closer to three to four (3-4) hours. Planning meetings with Chugach National Forest Leadership Team and Alaska Geographic leadership between July and March: anticipate three (3); two (2) in Anchorage, a third potentially in Girdwood or Moose Pass or via teleconference. These meetings will be approximately four (4) hour sessions. Meetings with District Staff: three (3) (one on each district) – Girdwood, Seward or Moose Pass and Cordova. These meetings will run approximately two to three (2-3) hours. Meetings with Working Group/Other Partners: between July and March approx. one (1) a month. Most meetings will be held in Anchorage, with Seward and Cordova partners engaged during same trip as District Staff meetings. Kick-off meeting in Anchorage may be three to four (3-4) hours. Follow-up meetings will last approximately one to two (1-2) hours. Report presentation meeting: one (1) meeting for approximately two to three (2-3) hours. Milestones: *Kick-off meeting with primary partners: Early July *Initial meeting with working group: Mid-July *Communication products for Children’s Forest launch on Public Lands Day (early September through September 26, 2009) *Strategic plan draft by December 2009/January 2010 *Collaborative agreements and timelines by February/March 2010 *Final strategic plan by March 2010 *Communication messages for collaborative efforts by March 2010 Government Furnished Items: It has been determined that in order to decrease the total cost of this contract to the government that the following items and services will be furnished by the Forest Service. 1. Meetings will be held in Forest Service or partner conference rooms. Vendor will not be responsible for procuring space for meetings. 2. Specialists capable of: • Contributing some communication products. Additionally, Alaska Geographic will be developing the Children’s Forest webpage. • Assisting with information organizing, sorting, and integration – including background information on planning to-date. • Printing of produced/designed communication products. Contractor Supplied Items: In addition to the specialized knowledge and skills the contractor brings to this agreement they will also provide the following items. 1. Software and equipment necessary to generate communication products, to include but not limited to posters and public service announcements. 2. Deliver presentations, and generate summary recommendations. 3. All travel related expenses accrued as a result of necessary travel. Cost of hotel, lodging and airfare shall not exceed Government rates. The date for delivery is 31 March 2010. Shipping terms are FOB Origin. The provision “52.212-2, Evaluation-Commercial Items”, applies to this acquisition and the specific evaluation criteria to be included in paragraph (a) of that provision, are as follows: i.) Technical competence and credentials of offeror and their proposed key personnel to meet the Government requirement; ii) Past Performance; iii) Price. Technical and past performance, when combined, are significantly more important than price. AGAR 452.237-71 PRE-PROPOSAL CONFERENCE (FEB 1988) (a) The Government is planning a pre-proposal conference, during which potential offerors may obtain a better understanding of the work required. (b) Offerors are encouraged to submit all questions in writing prior to the conference. Email questions to: denisemurphy@fs.fed.us or fax them to 907-743-9492. Questions will be considered at any time prior or during the conference; however, offerors will be asked to confirm verbal questions in writing. Subsequent to the conference, an amendment to the solicitation containing an abstract of the questions and answers, and a list of attendees, will be disseminated. (c) The Government assumes no responsibility for any expense incurred by an offeror prior to contract award. (d) Offerors are cautioned that, notwithstanding any remarks or clarifications given at the conference, all terms and conditions o the solicitation remain unchanged unless they are changed by amendment to the solicitation. If the answers to conference questions, or any solicitation amendment, create ambiguities, it is the responsibility of the offeror to seek clarification prior to submitting an offer. (e) The conference is scheduled for 23 June 2009 at 10 am Alaska Time. Vendors located in or near Anchorage, AK may attend in person. The meeting will be held at 3301 C St., Ste 300, Anchorage, AK. Vendors outside the Anchorage area should call in to 907-743-9583 to participate in the meeting. All offerors shall provide a completed copy of “52.212-3, Offeror Representations and Certifications – Commercial Items”. The provision may be found and printed from www.arnet.gov/far/. Offerors shall also provide past performance information on Contractor Performance Data Sheet for projects completed of a similar nature within the last two (2) years, provide a written plan of how they would accomplish the work along with resumes of key personnel that demonstrate relevant training and work experience. FAR Clause “52.212-4, Contract Terms and Conditions – Commercial Items” applies to this acquisition with no addenda to this clause. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law. (e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in paragraphs (e)(1) in a subcontract for commercial items.
