Description
Menu standards for soldiers Attached document contains the number of meals needed per day starting July 11 thru August 8, 2009. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This solicitation number is W912LC-09-T-0029, and is issued as a Request for Quotation (RFQ). The RFQ incorporates provisions and clauses as those in effect through Federal Acquisition Circular Number 2005-29 and Defense Acquisition Circular Number 91-11, 20081124 Edition. This RFQ is being conducted as a commercial item procurement using Simplified Acquisition Procedures (FAR Part 13). No paper copies of this solicitation will be provided. This solicitation is set aside for small business; however, large business will be considered if no small businesses respond with a quote. The Government reserves the right to not make an award at all. The Colorado Army National Guard is looking for catering services for breakfast and dinner meals to be prepared and delivered to Fruita Monument worksite. The period of performance is July 11, 2009 through August 8, 2009. All of the meals have to adhere to the Army Menu Standards outlined in the standards attachment. Breakfast meals are not to exceed $7.00 per meal and Dinner meals are not to exceed $10.00 per meal. The Government will not furnish any equipment or facilities for the preparation of food. Vendor will provide single service items, disposable plates, cups, flatware and condiments for the meals. This quotation is for meals, delivery, set-up/tear down and serving when needed. Exact delivery times and locations will be coordinated at the time of contract award. All proposals need to be submitted to Camelia Vasquez-Marshall at c.vasquezmarshall@us.army.mil by 10am MST June 26, 2009 and must include a day-by-day menu breakdown. Vendor shall be flexible in terms of delivery times for the meals. Delivery location for meals will be at the following location(s): Fruita Monument (see attached document for directions) The contract(s) will be awarded based on a best value determination, and issued pending the availability of funds. All interested parties should provide company Duns Number, Tax Identification Number, and Cage Code. Interested parties must be registered in the Central Contractor Registration (CCR) before they can be considered as a potential source for the efforts listed above. The following clauses and provisions are incorporated by reference and are to remain in full force in any resultant purchase order; FAR 52.212-1, Instructions to Offerors, Commercial Items (Nov 2007), 52.215-5, Facsimile Proposals (Oct 1997), and 52.211-16, Variation in Quantity (Apr 1984), apply to this acquisition. Submit signed and dated proposals on company letterhead. Clauses and provisions may be accessed via the Internet at http://farsite.hill.af.mil. The following FAR clauses 52.212-4 Contract Terms and Conditions-Commercial Items (Feb 2007) is incorporated into this solicitation and is amended to add the following FAR clauses: 52.204-7 Central Contractor Registration (Jul 2006), 52.252-2, Clauses Incorporated by Reference (Feb 1998), 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Feb 2008). The following additional FAR clauses are applicable: 52.219-6, Notice of Total Small Business Set-Aside (June 2003);52.222-3, Convict Labor (June 2003); 52.222-21, Prohibition of Segregated Facilities (Feb 1999); 52.222-26, Equal Opportunity (Mar 2007); 52.222-36, Affirmative Action for Workers With Disabilities (June 1998); 52.222-50, Combating Trafficking in Persons (Aug 2007; 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003). The following DFARS clauses apply 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders (Mar 2008) specifically the following clauses under paragraphs (a) and (b) are applicable; 252.204-7004, Alternate A (Sep 2007). This contract incorporates one or more clauses by reference, with the same force and effects as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The following additional clauses are also incorporated into this solicitation DFAR 252.204-7004 Alt A, Required Central Contractor Registration (Sep 2007); A due date for offers will be 10 a.m., Mountain Standard Time, 26 June 2009.
