Description
J&A /JOFOC for OFAM Strategic Planning Hiring Activities for ARRA II.NATURE AND DESCRIPTION OF ACTION BEING APPROVED The Office of Financial and Administrative Management (OFAM) is seeking contractual assistance for strategic planning for the entire range of hiring activities for the American Recovery and Reinvestment Act (ARRA). OFAM has been tasked with providing critical administrative and financial support to ETA and the Department of Labor (DOL). OFAM is responsible for ensuring adequate financial and human resources are available to meet the needs of ETA. OFAM has a significant new task of hiring nearly 100 new personnel in 2009, and 133 personnel in 2010. One hundred thirty (130) of these personnel are in the ETA Regional offices. The remainder is in offices in the ETA headquarters. The majority of these new personnel are needed to administer various provisions of the American Recovery and Investment Act of 2009 (ARRA) that apply to the Employment and Training Administration. Of this number 25 are related to changes in and expansion of the provisions of the Trade Adjustment Assistance (TAA) program. A recent Departmental decision on TAA directed that its entire staff be in the federal civil service by July 2009. This means that all current contractor staff positions must be filled with new hires, in addition to the number of new positions to be filled. III.DESCRIPTION OF REQUIRED PRODUCTS AND SERVICES The Contractor shall analyze ETA staffing requirements under the ARRA to test the reasonableness of the proposed strategy and timetable for moving forward. The Contractor shall assist in developing an appropriate strategy for hiring, training, and diversity under the ARRA. The Contractor shall assist the DOL with the efforts to conceptualize and comment on aspects of ARRA funding in regards to human resources actions. The Contractor shall assist in developing an appropriate strategy to obtain input from within DOL, including the use of surveys, interviews, reviews of local rules and practices, and other research methods, in the effectiveness of the hiring practices in ETA regarding the use of ARRA funding. The Contractor shall assist in evaluating the special problems and needs associated with phasing out the positions created by ARRA funding and if any positions should be retained on a permanent basis.
