- The Department of Veterans Affairs is seeking proposals from General Contractors to construct a new a new multi-story Outpatient Clinic of approximately 220,000 SF, at the northwest corner of Diplomat Parkway and Corbett Road, Cape Coral, FL. Contractor shall completely prepare site for building operations, including clearing and grubbing of all trees and vegetation and removal of any existing debris, and furnish labor and materials and perform work for Lee County Outpatient Clinic, Cape Coral, FL, as required by drawings and specifications. Contractor shall furnish labor, materials, equipment, transportation, supervision, coordination, & commissioning required to build this project in accordance with plans & specifications issued with this solicitation. The work is located at the northwest corner of Diplomat Parkway and Corbett Road, Cape Coral, FL. The offeror shall furnish & obtain any and all necessary licenses and/or permits required to perform this work in Cape Coral, Florida. This is a Request for Proposal (RFP) solicitation; there will be no public bid opening. The magnitude of this project is between $50,000, 000 and $100,000,000. This solicitation is unrestricted. The NAICS Code for this work is 236220. To be considered a small business under this code the SBA size standard must not exceed $33.5M. Small business subcontracting goals for this project are as follows: (a) 28.7% for Small Business (SB); (b) 5% Small Disadvantaged Business (SDB); (c) 7% Service-Disabled Veteran Owned Small Business (SDVOSB); (d) 5% Women-Owned Small Business (WOSB); (e) 3% Hubzone Small Business, and (f) 10% Veteran-Owned Small Business (VOSB). Documents will be available on or about June 30, 2009. A Pre-Proposal conference is scheduled for July 8, 2009 at 10:00 AM EDT in the Cape Coral City Hall, Council Chamber, Rm. 2000, 1015 Cultural Park Blvd., Cape Coral, Florida 33990, and technical proposals are due to the contracting officer by August 3, 2009, 3:00 PM EDT. The cost proposals should be submitted August 25, 2009. For changes to the issue date or any other changes to the information in this synopsis, potential offerors are responsible to check the information at https://www.fbo.gov/. The solicitation package will be posted on FedBizOpps, which can be accessed at https://www.fbo.gov/. The Government will not provide paper copies of the solicitation. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the FedBizOpps web site.
