Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Heart, Lung, and Blood Institute to negotiate on a sole source basis with BioFortis, Inc. 9017 Red Branch Road, Suite 103, Columbia, MD 21045 to provide subscription license for the Labmatrix software from September 2009 through August 2014. Labmatrix is a web-based and HIPPA compliant database with an integrated pedigree viewer and SWL querying tool. It stores many types of clinical research data, including Study Subjects, Communications, Biomaterials, Genotypes, Phenotypes, Custom Data and Contacts. It also allows for the automated import of clinical laboratory data from other databases. The sole-source determination is based upon the fact Labmatrix is currently being used in conjunction with 21 IRB approved clinical protocols all across the NIH. This software provides functionality not currently available in other clinical database packages. This functionality is specifically geared towards clinical protocols in genetics and has been customized to meet NHGRI specific research projects. Remaining with this vendor would maintain the continuity of ongoing research being conducted in various studies. Changing vendors at this time would jeopardize the investments already made by the Government. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt form the requirements of FAR Part 6, Competition Requirements. The North American Industry Classification (NAICA) Code is 519190 and the Size Standard is $7.0 Million. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely with the discretion of the Government.
