Description
DESCRIPTION: The Department of the Navy, Naval Facilities Engineering Command (NAVFAC) Washington, DC has a requirement for a Design/Build of a Child Development Center (CDC) to be located at the United States Naval Academy Complex, Naval Support Activity, North Severn, in Annapolis, Maryland. This procurement is to be a 100% SET-ASIDE for competition among 8(a) SMALL DISADVANTAGED BUSINESSES. The Government will only accept offers from 8(a) Small Disadvantaged Business Concerns located only in the Maryland, Washington, DC, and Northern Virginia area. A solicitation, N40080-09-R-0517, will be issued on/or before 2 July 2009 and will close on/or before 3 August 2009; which will be posted on the Government Wide Point of Entry (GPE) at https://www.neco.navy.mil. The solicitation will be conducted using source selection procedures based upon price and other factors. Award will be made on the basis of Best Value to the Government, price and technical factors considered. A firm-fixed price (FFP) contract will be awarded for a base and one (1) option item for demolition of the existing CDC, if exercised by the Government. The contract will be structured as Design/Build procurement. Design criteria will include Unified Federal Criteria (UFC) 4-740-14, "Design: Child Development Centers". Design includes complete architectural and engineering design services. Engineering services will include civil, structural, mechanical, electrical, and fire protection engineering. Scope of work for construction includes complete construction of approximately 21,194 square feet of new facility. Work includes site preparation, site utilities, paving, structure and partitions, finishes, plumbing systems, HVAC systems, fire protection systems, and electrical systems. The work will include outdoor play areas and a small commercial kitchen. The Budget to Cost is $8.6 Million. The North American Industry Classification Standard (NAICS) Code is 236220 for Commercial and Institutional Building Construction, size standard $33.5M. Interested parties must be registered in the Central Contractor Registration website http://www.ccr.gov as prescribed in FAR Clause 52.232-33.
