- ****SUBJECT PROJECT MAY POSSIBLY BE FUNDED BY THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA). IF SO, APPROPRIATE ARRA CLAUSES WILL BE INCLUDED IN SOLICITATION. The United States General Services Administration has a requirement for the selection of a quality contractor for the “Recovery” Roof Replacement at the Abingdon Federal Courthouse in Abingdon, Virginia. This project is to be awarded as a firm fixed price contract. Funding for contract award for the Roof Replacement project is currently not available. Award of any contract resulting from this solicitation is subject to availability of funds which may be appropriated by the “American Recovery and Reinvestment Act”. All costs associated with proposal preparation in response to this solicitation are the responsibility of the offeror. Should no award result from this solicitation, the Government shall have no obligation to pay any costs to the offeror. The awarded contractor will provide all management, supervision, labor, materials, supplies, and equipment, and shall plan work schedules and coordination. The work includes but is not limited to the following: provide all construction services necessary for the removal of the existing built up roofing system, repair of existing brick masonry, provision for new rubber pavers, installation of EPDM roofing membrane and standing-seam metal roofing system as well as installation of new roof accessed metal stairs and platform. The contractor’s personnel will be required to obtain security clearances prior to working on this project. The period of performance for this project is one hundred and eighty (180) days. The estimated cost of construction is between $550,000.00 and $750,000.00. This procurement is being solicited on an unrestricted basis in accordance with the Small Business Competitiveness Demonstration Program. The NAICS code applicable to this project is 238160. The award will be a firm fixed price contract and the procurement method will be a competitive negotiated Request for Proposal (RFP). Source Selection Procedures as identified in FAR PART 15.3 will be utilized in the selection of a firm offering the best value to the Government in terms of price and technical merit and whose performance is expected to best meet stated Government requirements. Accordingly, an award will be made using best-value, source-selection procedures incorporating tradeoffs between price-related and non-price related factors. The technical evaluation factors for the evaluation process are, in descending order of importance: (1.) Past Performance Experience and (2.) Key Personnel Qualifications. Failure of offerors to submit a technical offer will preclude further participation on this acquisition. Upon receipt and evaluation of all technical and price proposals, a formal selection of a firm will be made that offers the greatest value to the Government based on a combination of technical evaluation and price factors. Pursuant to FAR 52.215-1 Instructions to Offerors-Competitive Acquisition, the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. An award may be made without discussions. This announcement also constitutes the synopsis of the pre-invitation notice. A Pre-proposal conference will be held at the Abingdon Federal Courthouse in Abingdon, VA. The date and time will be posted via modification to this announcement.
