- This is a sources sought notice. This announcement is for market research and preliminary planning purposes. No proposals are being requested or accepted in response to this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED AS A RESULT OF THIS NOTICE. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests. The U.S. Department of the Treasury (Treasury) is seeking a Commercial off the Shelf (COTS) application to manage contracts, information, and related documentation in support of the Office of Financial Stability (OFS). Specifically, Treasury has a need to receive and store electronic versions of contracts, task orders, modifications, contractor data deliverables, contract administration documents and reports to include invoices, status and performance reports, correspondence, and other records. The requirement extends to the capture and presentation of key data elements about contract administration records, including information derived from the records themselves and other Treasury and federal data systems (e.g. PRISM, Oracle Financials, Federal Procurement Data System, etc.). The application must be capable of fulfilling the Treasury requirement with minimal configuration and development. Treasury is focusing on the following key design principles in structuring a program to meet these needs: • Information security • Scalability • Ease of use • Ease of system modification • Auditability • Cost effectiveness • Quality assurance • Implementation schedule Treasury is interested in determining if Small Businesses are capable of fulfilling the Treasury's Contract Administration System requirements. The Small Business size standard for NAICS code 541511 - Custom Computer Programming Services is $25 million. The purpose of this notice is to gain knowledge of potential solutions, interest, capabilities, and qualifications of prospective offerors for this requirement. Interested vendors are requested to provide a written response to this notice which shall be limited to three pages. The response should include the following: (1) Vendor's name, address, point of contact, phone number, and e-mail address; (2) Vendor's small business size status and socioeconomic category; (3) A description of the application's capabilities to fulfill Treasury's requirements; (4) Estimated licensing structure and costs for the COTS application; and (5) A description of post-deployment support requirements (e.g. user, network administrator, and vendor involvement in configuration). Interested prospective offerors shall respond to this sources sought notice no later than 12:00 Noon ET on June 26, 2009. Responses shall be sent via e-mail to Patrick.Breen@do.treas.gov. Telephone inquiries shall be considered non-responsive. All information in response to this notice must be sent via e-mail.
