GENERAL Furnish and install fire alarm monitoring devices and provide fire alarm system monitoring services at four (4) locations as specified below. •2. Installation •2.1 Connect the existing fire alarm systems to a UL approved fire central station monitor via a UL listed Digital Alarm Communicator Transmitter (DACT) in accordance with NFPA 72 and direct telephone line (s). •2.1.1 THE DACT and the transmission lines shall be continuously monitored by the central station monitoring service for trouble conditions within the communication circuits. The central station monitoring service shall continuously monitor for both alarm and supervisory conditions on each building's fire alarm system through the DACT. •2.1.2 Direct telephone line is to be constantly monitored and UL "AA" rated. •2.2 Coordinate access to existing fire alarm panels with the Government's Representative and existing monitoring company. •2.2.1 Arrange for the identification of existing and/or provision of new output points (dry contacts) in the existing fire alarm control panel as necessary to achieve the required Alarm and Supervisory output signals. •2.3 Furnish and install all materials and labor required to provide power for the DACT in accordance with the NEC and NFPA 72, Life Safety Code provisions relating to fire protecting systems. •2.4 Arrange for and coordinate the installation and activation of all necessary telephone wiring and connection devices. •2.4.1 All costs associated with the initial installation and all recurring service charges for the telephone line and connection devices referenced in Paragraph 2.4 are to be included in the monthly charges associated with the monitoring system. •2.4.2 Telephone line (s) to be dedicated to the exclusive use of the monitoring system. •2.5 Where practical and with the approval of the Government, existing conduit and junction boxes may be reused. •2.6 Location of the DACT device to be adjoining to the existing fire alarm system cabinet or within the room housing the fire alarm system control cabinet. 2.6.1 Location to be subject to the Government approval. •2.7 Upon completion of the installation at each location, a satisfactory test shall be Made in the presence of a representative of the Government. •3. Locations •3.1 One (1) monitoring system to be completely installed, powered and fully operational in each of the following building: (1) U. S. Custom House, 2 nd & Chestnut Streets; (2) Nix FB & Courthouse, 9 th & Market Streets; (3) U.S. Byrne Courthouse, 601 Market Street, and (4) Green Federal Building, 600 Arch Street. 3.1.1 All buildings are located in the central business district of Philadelphia. •4. Effective Date All equipment systems and monitoring services to be fully operational effective October 1, 2009 and shall continue for the entire length of the contract (base and option years.). •5. Maintenance All equipment (DACT and telephone apparatus) to be furnished to the Government as a lease with all maintenance, service, parts and labor to be included in the monthly charges. •6. Repairs •6.1 Necessary repairs shall commence within four (4) hours of identification on notification of a need for service, and shall continue until completed. •6.2 GSA shall be notified immediately upon identification of the need for a repair. •7. Monitoring Service Note: Identify the specific building by name and address when reporting fire conditions to the following officials: 7.1 Upon receiving a fire ALARM signal, the Philadelphia Fire Department shall be notified immediately (within 90 seconds). Notify the Fire Dept. only upon receipt of an ALARM condition; a SUPERVISORY condition shall NOT be reported to the Fire Dept. 7.2 Notify Department of Homeland Security (DHS), Regional Control Center at 1-800-525-5726, within (3) three minutes of receiving a fire ALARM or SUPERVISORY signal. The notification must be a combination of verbal and digital communication. •7.3 Notify (LB&B Associates, Inc.), the Building Engineer, at (215) 861-1313 within (5) five minutes of receiving a fire ALARM or SUPERVISORY signal at the Byrne Courthouse and Green FB at any time of the day or night. •7.4 Notify the Customer Service Desk on (215) 446-4773 within (5) minutes of receiving a fire ALARM or SUPERVISORY signal at the Nix FB and Custom House. Notification only required during working hours between 7:00am-5:30pm. •7.5 Notify the Customer Service Desk on (215) 446-4773 within (5) minutes of receiving a fire ALARM or SUPERVISORY signal at the US Customs House. Notification only required during working hours between 7:00am-5:30pm. •8. Reporting Requirements Within five (5) working days after the end of every month, a written report shall be submitted to GSA indicating all activity for that month including: fire alarm, supervisory and communication line trouble conditions received and the date, time and location of each along with a description of the action(s) taken. The monthly payment will not be authorized until this report is received. General Services Administration William J. Past Performance Requirements The Contractor shall provide with the price quote at least three (3) projects of similar size and magnitude for fire system monitoring. Each project submitted shall provide the following information. 1 - Building Name 2 - Reference Name 3 - Reference telephone Number. •10. Payment Payment will be made on a calendar month basis in arrears upon submission of an invoice. Invoices shall be submitted on the first of each month to: General Services Administration Region 7 Finance Division, (7BCP) P.O. Box 17181 Fort Worth, TX 76102 Any inquiries regarding payment shall be directed to the above address. Invoices shall contain the following information: •1. Name and address of the contractor. •2. Invoice date •3. Contract Number •4. Services provided and monthly price. •5. Payment terms (prompt payment discounts). •6. ACT Number •11. Contract Completion Upon contract completion or termination, all monitoring equipment and telephone lines are to be removed from the site at no additional cost to the Government and in full coordination with the succeeding vendor to insure uninterrupted monitoring services. •12. Inspection of Site (s) To arrange access to the building (s) to inspect the on-site conditions prior to submitting an offer, contact: James G.
