- NASA/ARC has a requirement to upgrade an XL30 environmental scanning electronmicroscope (ESEM). The XL30 ESEM is an advance imaging system requiring periodicroutine maintenance and upgrades that are essential to maintain optimal function of theequipment. The necessary hardware upgrades include a new SCSI-3 interface for themicroscope control console to provide better communication with the PC, a new videographic adapter and a PCI Coreco card as well as a software upgrade to Windows 2000 forXL-SEM. The new PC includes an Intel MB with a faster CPU, improved RAM, etc. and a newexternal frame-store. The new frame-store will allow the collection of digital imageswith a pixel resolution of up to 3k X 3k as well as allow a two monitor confituration,enabling a dedicated display for the microscope control and image. The second monitorwill provide the desktop and display for other applications such as Scandium, EDX, etc.The new hardware will also provide improved screen resolution to allow the use of LCDmonitors. This upgrade will allow the use of the latest XL software version 7.00 orgreater in addition to a new soft imaging system: Scandium which is an upgrade to XLDocu. The latest firmware (PROMS) is included with this upgrade and will allow forimproved microscope control, stage control and vacuum control.NASA/ARC intends to purchase the items from FEI Company. FEI Company is the only companythat can provide the required items due to the proprietary nature of the hardware beingsupplied in this upgrade. Because hardware supplied in this upgrade are FEI proprietaryand thus are designed to function with this equipment, the use of alternate sources mayvoid the original equipment manufacturer warranty. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 2, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
