- RECOVERY: PRE-SOLICTATION NOTICE FOR CONSERVATION OF THE CONFEDERATE MOUND MONUMENT AT THE OAK WOODS NATIONAL CEMETERY, CHICAGO, IL. (PROJECT NO. R-CSD-68-DI44) This project is being funded from the American Recovery and Reinvestment Act of 2009. The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids under Solicitation Number VA-786A-09-RA-0092 for the following: Contractor shall provide all professional services, labor, materials, tools and equipment necessary for comprehensive repair, conservation, cleaning and other treatment, as necessary, of the Confederate Mound Monument at the Oak Woods National Cemetery, 1035 East 67th Street, Chicago, IL 60637, in accordance with the project deliverables and tasks. The project is to conserve the Confederate Mound Monument in Oak Woods Cemetery, Chicago, Illinois. Constructed in 1893, the monument is approximately 40 feet tall and consists of a single upright bronze Confederate soldier set atop a granite shaft. There are three bronze relief panels attached to the pedestal, depicting scenes from the civil War, along with two bronze plaques on the steps between the pedestal and base. There are also four small cast-iron cannonballs, one at each corner of the steps. The base of the monument is granite, with four sloped sides. Each side includes four bronze plaques, inscribed with the names of the Confederate dead from Camp Douglas, Chicago. There are a number of adjacent elements associated with the monument that shall be treated, including four cast-iron cannons, a pyramid of cast-iron cannonballs, and an upright cast-iron interpretive sign. Proposals will be evaluated on the following factors in descending order 1. Technical Qualifications, 2. Past Performance and 3. Price. Factors 1 and 2 when combined are equal to price. CONTRACT DURATION: Performance period is approximately 120 calendar days from date of receipt of Notice To Proceed. NAICS CODE: 712120 SIZE STANDARD: $7.0 Million METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-RICE SERVICE CONTRACT UNDER FULL AND OPEN COMPETITION. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) 15 to a responsible business responding to this solicitation. OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Request For Proposal (RFP) details may be accessed ONLY via FedBizOpps at http://www.fedbizopps.gov. No telephone requests will be accepted. The solicitation and drawings will be released for issue on July 13, 2009. SOLICITATION AMENDMENTS: Amendments to the solicitation will be up loaded to FedBizOpps.
