Description
The Administration for Children and Families (ACF), through the Program Support Center (PSC), Division of Acquisition Management (DAM), is soliciting proposals from eligible small businesses that possess the research & development (R&D) expertise to conduct innovative research for the following topics: (1) Disaster Case Management Information System (OHSEPR-01-09); and (2) ACF Green Business Initiative (OCS-01-09). The SBIR program was established in 1982 by the Small Business Innovation Development Act, (P.L. 97-219) to ensure that small businesses receive a greater share of federal research and development awards. Public Law 111-10 has extended the SBIR Program through July 31, 2009. The purposes of the Act are to: (a) expand and improve the SBIR program; (b) emphasize increased private sector commercialization of technology developed through federal R&D; (c) increase small business participation in federal R&D; and (d) foster and encourage participation of socially and economically disadvantaged small business concerns and women-owned small business concerns in the SBIR program. For purposes of the SBIR program, a small business concern is any business concern that, on the date of award, (1) is organized for profit, with a place of business located in the United States, which operates primarily within the United States or which makes a significant contribution to the United States economy through payment of taxes or use of American products, materials or labor; (2) is in the legal form of an individual proprietorship, partnership, limited liability company, corporation, joint venture, association, trust or cooperative, except that where the form is a joint venture there can be no more than 49 percent participation by foreign business entities in the joint venture; (3) is at least 51 percent owned and controlled by one or more individuals who are citizens of, or permanent resident aliens, in the United States; and (4) has, including its affiliates, no more than 500 employees. In accordance with FAR 5.102(a)(1), the SBIR Phase I solicitation will be issued approximately 15 days after this synopsis is issued and will be made available electronically at this address: http://www.fedbizopps.gov. Only electronic copies of the solicitation will be available.
