Description
B.E. Meyers Green Beam Designator III (Custom) (GBD-IIIC) with Safety Control Module (SCM) (LA-9/P) The Marine Corps Systems Command (MCSC), PG-13 Infantry Weapons Systems (IWS), PM-135, Optics and Non-Lethal Systems (ONS) currently intends to procure on a sole source basis with B. E. Meyers & Co. Inc, 14540 NE 91 Street, Redmond, WA in accordance with (IAW) FAR 6.302-1 (a) (2), "Only One responsible source and no other supplies or services will satisfy agency requirements." The purpose of this notice is to make the public aware of the Marine Corps Systems Command intent to solicit a sole source proposal and award. The reason justifying other than full and open competition is that B. E. Meyers & Co. Inc. is the sole manufacturer and distributor of both the GBD-IIIC and the Safety Control Module (SCM) that has been approved for use by the Naval Laser Safety Review Board, Law of War and the Naval Treaty Implementation Program for use by the Marine Corps. The GBD-IIIC has been used by the Marine Corps for 3 years; the SCM is a safety device that fits on the GBD-IIIC that is being implemented into the Marine Corps. The combination of the GBD-IIIC and the SCM makes up the LA-9/P and the GBD-IIIC cannot be used unless the SCM is mounted on the laser system. This is not a formal solicitation; furthermore, this synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. Any response to this notice must show clear and convincing evidence that the required capability is available from other sources and competition would be advantageous to the Government. If no affirmative written response is received, the purchase will be awarded without further notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. Any questions regarding the above requirement should be submitted in writing via fax or email also to Mr. Larry Hubbard at lawrence.hubbard.ctr@usmc.mil.
