Description
Shark River Plans Shark RIver Specifications Shark River Solicitation RECOVERY THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER SOLICITATION NO. W912DS-09-B-0009. The U.S. Army Corps of Engineers, New York District intends to issue an Invitation for Bids (IFB) to perform advance maintenance dredging of portions of the Shark River Channel, New Jersey, Federal Navigation Project, with placement of the dredged material in the surf area at the nearby beach. The proposed maintenance dredging would remove up to 40,000 cubic yards of sediment from the outer section of the inlet to 18 feet below mean low water level with a 2 feet allowable overdepth (approximately 25,000 CY), and the redeveloping spot shoal from the 12 foot deep section (approximately 3,000 CY) as basic work. The maintenance operation also includes advanced maintenance dredging to 18 feet MLW of two deposition areas as options: one 600 ft long and 50ft wide adjacent to the outer reach at the north channel line, and one 500ft long 50 ft wide adjacent to the outer reach at the south channel line (approximately 12,000 CY). The contractor is required to maintain a daily production rate of at least 2,000 cubic yards per day. It is anticipated that dredging/disposal would take place within the approximate time period of September 2009 to October 2009. Plans/ Specs for the subject project would be available on/about May 5, 2009 with bid opening on/about June 15, 2009. This procurement is being solicited as a SMALL BUSINESS SET ASIDE. The applicable NAICS CODE is 237990, Dredging and Surface Cleanup Activities. The small business size is $20,000,000.00. The SIC Code is 1629, Heavy Construction, not elsewhere classified. The work is estimated to cost between $700,000 to $1,200,000. The Contractor will be required to commence work within five (5) calendar days after the date of the receipt by him/her of the notice to proceed, to prosecute said work diligently and to complete the work ready for use not later than twenty (20) to thirty (30) calendar days after the receipt by the contractor of the notice to proceed, depending on the award of options. The time stated for completion shall include final cleanup of the premises. The Federal Acquisition Regulation requires that Past Performance Information (PPI) be collected on Department of Defense (DoD) contracts. The Government has now implemented a web-enabled application that collects and manages contractor past performance data. Effective 1 April 2007, the system, CONTRACTOR PERFORMANCE ASSESSMENT REPORTING SYSTEM (CPARS), requires both the contractor and the Government to submit their portion of the CPARS report via the internet for Construction contracts in excess of $100,000.00. More definitive guidance and instructions will be incorporated in the solicitation and resultant contract. In the meantime, to become familiar with the system, the CPARS website has a computer-based training module and a practice session for your use at https://www.nwp.usace.army.mil/ct/I/home.asp by following the links to the Training. Bids are to be submitted to the U.S. Army Corps of Engineers, Contracting Division, Room 1843, 26 Federal Plaza, New York, NY 10278. The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the Internet and CD-ROM.
