Description
This synopsis replaces synopsis number W45XTR83251052. The proposed contract action is for providing IT staffing support services at Carl R. Darnall Army Medical Center, Fort Hood, Texas. The Government intends to solicit this requirement under FAR Part 12, Acquisition for Commercial Items in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in FAR Part 15, Contracting by Negotiation. Best value, tradeoff process will be used for source selection evaluation approach. This acquisition will be set-aside for 8(a) small business firms on a competitive basis. The proposed contract type is a firm fixed-price. This acquisition contains a base period plus one-four year options. A brief summary of IT support services and qualifications are provided. This support includes, but not limited to: a. Database Administration: The creation, modification, update and maintenance of SQL databases; the Essentris database and the CHCS database. Database report writing and Extract, Transform and Loads (ETL) from the Essentris and CHCS databases to a variety of SQL databases. b. Systems Administration: Maintain and audit system logs, including, but not limited to: system, security, performance and application logs and resolve irregularities. Install and configure new hardware and software. c. Network Administration: Perform network administration functions on hardware that contains routes, transmits or switches confidential business files, protected patient information (PHI) and general user data. Open trouble tickets with the centralized Help Desk as problems are identified and work with the regional senior network engineer, government agencies and other vendors to resolve problems. d. Business Intelligence: Focus primarily on the collection, integration analysis and presentation of data from existing data sources to provide information in usable forms conducive to decision making needs. BI services will be involved in strategically planning, deploying, and operating BI software and systems using the Pentaho Business Intelligence Suite, SQL, Oracle and Cach databases, industry-standard programming languages, specifically Java and SQL, client/server applications, multimedia and Internet technology. BI services include blueprinting, requirements gathering, designing, and rolling out BI solutions to end users. e. Project Management: Support software development by reviewing customer business processes and needs, gathering customer requirements, consulting with software developers concerning functionality feasibility, developing an application requirements document, project managing the software development timeline, coordination of application testing, acceptance and sustainment. f. Software Development Internet, Intranet Administration: Design and develop web-based and SharePoint-based solutions that may use data sources or include application that may contain confidential business files, protected patient information (PHI) and general user data. Thoroughly document new internet and intranet solutions including requirements, timelines, testing, code logic and functions and deployment IAW industry standards. Maintain system logs, including documentation of problems, error codes or messages and resolution, in a format that would allow query capabilities. Qualification: a. Database Administration: Personnel should be knowledgeable of industry-standard principles, concepts, and methodologies specific to Database Administration, systems automation and analysis and information management acquired through a pertinent baccalaureate program or its equivalent in experience, training, industry certification, or independent study. b. Business Intelligence, Project Management and Software Development services: Personnel should be knowledgeable of industry-standard principles, concepts, and methodologies specific to computer programming, automation and information management and systems analysis acquired through a pertinent baccalaureate program or its equivalent in experience, training, industry certification, or independent study. c. Systems Administration: Personnel should be knowledgeable of industry-standard principles, concepts, and methodologies specific to System Administration including systems automation and analysis and information management acquired through a pertinent baccalaureate program or its equivalent in experience, training, industry certification, or independent study. d. Software Development Internet, Intranet Administration: Personnel should be knowledgeable of industry-standard principles, concepts, and methodologies specific to Web design, computer programming, automation and information management acquired through a pertinent baccalaureate program or its equivalent in experience, training, industry certification, or independent study. e. Network Administration: Personnel should be knowledgeable of industry-standard principles, concepts, and methodologies specific to Network Administration including systems automation and information management acquired through a pertinent baccalaureate program or its equivalent in experience, training, industry certification, or independent study. NOTE: Clinical Informatics Experience is required for several of the tasks specified above. Clinical informatics is a combination of information science, computer science and clinical science designed to assist in the management and processing of data, information and knowledge to support the practice and delivery of clinical care. Clinical informatics focuses on computer applications that address medical data (collection, analysis, representation). An experienced clinical informatician has knowledge and aptitude related to a specific set of skills or specific focus in their field. Experience is garnered from a combination of education, experience and active participation over a moderate length of time. An experienced person is able to identify, diagnose and fix problems and may require specific assistance from others in the same field. An experienced person has participated in events that range from routine to rare. An experienced person has participated in several different iterations of the field including differences in scope, scale and configurations. An experienced person is able to apply standard knowledge, concepts, practices, and procedures. An experienced person has between 3 and 7 years of active participation in the specific field. A clinical informatician may have a direct patient care background. The field of Clinical informatics includes Medical Data mining, Electronic Medical records, Decision Support Systems and Hospital Information Systems. The applicable North American Industry Classification System (NAICS) code for this acquisition is 541513 (Computer Facilities Management Services) with a size standard of $25.0 M.
