- Request For InformationSuspension and Retention Systems for Combat HelmetsRFI M67854-09-I-3050 Marine Corps Systems Command (MCSC), Program Manager Infantry Combat Equipment (PM ICE) is seeking information on production ready combat helmet suspension and retention system products. This Request for Information (RFI) is being issued to collect information from industry regarding availability of improved helmet suspension and retention systems that are or can be made compatible with both the Marine Corps' current Lightweight Helmet (LWH) and planned Enhanced Combat Helmet (ECH). The ECH, currently being sought through solicitation M62854-09-R-3025, has the same inner geometry as the Army's current Advanced Combat Helmet (ACH). However, the ECH may be thicker than the current ACH and may therefore also require alternative mounting hardware for new suspension and retention systems. Suggested test procedures to support the evaluation of the proposed suspension systems against blast, ballistic, and blunt trauma threats and the proposed retention systems' ability to maintain helmet stability are also desired. Background: Marine Corps Systems Command (MCSC), Program Manager Infantry Combat Equipment (PM ICE) is seeking production ready suspension and retention system products to improve blast, ballistic, and blunt impact protection as well as to achieve increased helmet stability and overall user comfort. At a minimum, PM ICE seeks the following desired characteristics from an improved suspension and/or retention system:(1)Provide blunt force impact protection for the LWH or ECH by limiting peak test headform acceleration to a maximum of 150G when tested at an impact velocity of 17.3 feet per second (Objective) or 14.1 feet per second (Threshold) under basic cold, ambient, and basic hot conditions as described in MIL-STD 810F.(2)Be compatible with or easily retrofitted into all sizes of either the LWH or ECH without the need to drill additional holes in the helmet shell. (3)Provide increased human comfort compared to the current fielded systems and allow for user customization/adjustment without altering the level of protection. MCSC is currently coordinating a potential Fiscal Year (FY 10) effort with research laboratories to conduct an open industry, comparative analysis of any identified suspension and retention systems. The proposed effort would seek to evaluate any identified suspension and retention systems against existing, refined, and potentially new test protocols to determine their performance. The market research collected from responses to this RFI may be used in planning for the proposed FY10 comparative analysis. Product samples submitted in response to this RFI will not be subject to the comparative analysis, however, any information submitted regarding test methodologies or procedures may be considered for inclusion in the test plan for the competitive analysis. Responses to this RFI may be used to make initial contact with those interested parties that have identified candidate systems for evaluation. In their response to this RFI, interested parties are asked to provide the following information regarding their candidate suspension/retention systems: model number, system specifications, available test data, per unit cost, weight, production readiness or current production capacity, picture of candidate system, a point of contact, and lead time to provide up to 10 units for evaluation. Respondents may also provide product samples with their response. Any provided information may be shared with government partner research laboratories that may participate in the proposed effort. Any information marked "Proprietary" will not be shared outside of the government. Interested parties with multiple candidate systems are encouraged to submit the above requested information on all available items or products. Vendors who believe they have a product capable of meeting these requirements are requested to provide product literature (a short information paper), brochures, price lists, warranty coverage, and any other relevant information. Company size, capability and past performance information should be included. Quantity and funding availability are unknown at this time.
