Description
The Cherokee National Forest has a requirement for TNDOT Crusher Run (Grade D) aggregate to be furnished, tailgate spread and bladed for the Watauga and Nolichucky Ranger Districts, Cherokee National Forest, in Cocke, Greene, Sullivan, Carter and Unicoi counties, TN. PROJECT TITLE: Furnish Aggregate, Cherokee National Forest, North Zone. This solicitation identified as AG-4756-S-09-0032 is issued as a Request for Quotation using simplified acquisition procedures. Issue date of this synopsis/solicitation is June 17 2009. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. SET-ASIDE: This solicitation is a Total Small-Business Set-Aside. The applicable NAICS code is 484220; the applicable small business size standard is $23.5 million dollars average annual receipts for the preceding three fiscal years. DESCRIPTION OF REQUIREMENT: Contractor shall furnish all materials, transportation, supervision, labor, and equipment with operators necessary to place, spread, and blade aggregate surfacing after placement, at specified locations in strict accord with specifications, terms, and conditions herein. Provide prices on your company letterhead using the attached Schedule of Items. TIEBREAKER PROCESS: In the event of a tie in total tonnage offered, the following order of priority will be followed: 1.HUBZone certified concerns 2.Service Disabled Veteran Owned concerns 3.8(a) firms 4.Public Drawing of lots The period of this contract shall be from date of award through November 30, 2009. The anticipated start date is August 31, 2009. Award will be made to the responsible quoter offering the highest total tonnage of aggregate. The application rate shall vary according to the specific road segment as directed by the Contracting Officer’s Representative (COR) or Inspector Delivery shall be determined at the time of issuance of the Notice to Proceed and will be weather dependent and contingent upon the work being completed on roads specified in the contract. Placement shall be along the designated roads as directed by the Forest Service on-site representative. The narrow roads are a factor in determining the number of trucks required for each job. Delivery times shall be scheduled so as to arrive at placement locations between the hours of 8 am and 4 pm Monday thru Friday unless prior arrangements have been agreed upon. The materials and their use shall comply with TNDOT specifications for highway use. The aggregate sources shall be approved by the Forest Service before any materials are delivered to the site. Weight tickets from sources shall constitute a certificate of compliance for quality requirements. The weight of the aggregate shall be reduced by moisture content in excess 7%. Trucks used for hauling the aggregate material shall have a clean, tight bed. The contractor shall maintain a motor grader finish. All equipment and operators needed to meet this requirement is subsidiary to the supplying of the materials. Existing aggregate road surface will require no grading prior to placement of aggregate. The aggregate shall be spread uniformly across the width as shown on the typical section(s) (See Attachments). Compaction of the aggregate shall be reached by smoothing the aggregate with the grader and the haul trucks running over the surface for a compaction level A. Inspection of facilities and equipment and sampling and testing of materials shall be allowed at all segments of the total process. Acceptance of the in-place aggregate shall be contingent upon approval by the Forest Service. Materials and in-place product shall comply with industry standards. Certified weight tickets for the aggregate delivered and placed will be the basis for compensation. Quotes will be evaluated on price, past performance and experience; submit 3 projects of a similar nature with references for each project. A fixed price contract will be awarded from this solicitation. SPECIAL NOTE: Successful contractor must be registered in the Central Contractor Registration Database (www.ccr;gov) and in Online Representations and Certifications (http://orca.bpn.gov) prior to award of contract. Vendors must submit a DUNS number with their quotation.
