- 1. This is a sources sought synopsis. This synopsis neither constitutes aRequest for Proposal nor should it be construed as a commitment by theGovernment to award a contract as a result of this request for information. TheNavy Personnel Research, Studies, and Technology (NPRST) Division, NSAMid-South, Millington, TN is seeking alternative sources.2. NPRST anticipates a contract to obtain the services of undergraduate andgraduate students; post doctoral fellows; and professors to provide short-termtechnical support, research analysis, consultant support (normally one year orless) to government research and development activities for the Bureau of NavalPersonnel's (BUPERS), Navy Personnel Research, Studies, and Technology Division,Millington, TN. The services from each student, fellow or professor on this contract will beprovided to various research projects and Institute. The services required fromthis contract will be specified specifically within each Performance WorkStatement. NPRST unites civilian researchers with military experts, universityconsultants, and contractors to create a powerful team pursuing complexpersonnel issues. A service contract is anticipated with no end products. Thework location is at NPRST, Naval Support Activity Mid-South, Millington, TN. 3. The contractor shall provide responsible technical and analytical support inthe disciplines of behavioral and social sciences (i.e., Industrial/OrganizationPsychology, Sociology, etc.), business management sciences, mathematics,statistics, engineering, computer sciences, economics, and operations research. The contractors most commonly provided to support these efforts has come fromthe University of Memphis or other universities within the local community area. 4. Work shall be in accordance with tasks such as the following as ordered onindividual delivery orders for specified scientific research projects: a. Design and/or perform psychological, social and/or behavioral studies. b. Collect, develop, analyze and score performance or attitudinal data; developinterview and questionnaire forms, and selection and classification measures;develop instructional media material for pilot studies; and/or administer teststo military or civilian personnel. c. Perform literature searches, retrievals and reviews; compile and catalogscientific texts, journals and background material; write and/or edit technicaldocuments; and/or prepare summaries and bibliographies. d. Review, analyze and document specific operational procedures; and/or performfeasibility studies. e. Perform data conversion and coding, and/or data analysis and data reductionforvarious database management programs. f. Construct and test mathematical models. g. Design, develop, and maintain Internet and Intranet web sites. h. Using behavior and social science techniques, develop marketing andrecruiting strategies to promote organizational objectives. i. Design, exercise and/or test models utilizing simulation, emulation,mathematical and statistical analyses techniques. j. Design, develop, test computer software, models, architecture, or graphicsand/or develop computer vision (CADCAM) libraries and databases. k. Conduct software engineering experiments, studies, measurements, analysis,test and evaluation, or other development, testing, in the computer sciencefield. l. Design, develop, test or review and analyze large scale database structures,data correlation and conversion techniques. m. Conduct applied mathematical and computer science research studies. n. Analyze, develop and test numerical algorithms (both deterministic andheuristic) to support optimization and artificial intelligence applications. o. Conduct experimental economic research studies. p. Design, analyze, develop and test predictive econometric models. Performexperimental studies using these models. 5. SECURITY. All tasks on this contract will be unclassified. 6. PLACE OF PERFORMANCE. The primary place of performance for studentresearchers/post doctoral fellows working on specific NPRST tasks orders will beat the Navy Personnel Research, Studies, & Technology Division (PERS-1), 5720Integrity Drive, Millington, TN 38055-1000. However, in rare cases, studentresearchers/post doctoral fellows may work at a different work site, which willbe specified in the task order. The place of performance for professors workingon specific NPRST task orders will be at NPRST or the university/college fromwhich the faculty member is employed. 7. RECRUITMENT. If a student researcher, post doctoral fellow or professorcannot be located within the local commuting area from an accredited universityor college, proactive recruiting efforts by the contract manager will beaccomplished from other accredited universities or colleges within thecontinental United States to fulfill the individual task order(s). 8.Government Furnished Resources: There will not be any governmentfurnished equipment (GFE) with this contract. If GFE is required, NPRST will provide this equipment to the contractor. Thecontractor will use NPRST host computing systems. The contractor will not berequired to purchase equipment or any other tangible property under thiscontract. The contractors do not need to have a security clearance.
