- PURPOSE: The Corps of Engineers, Nashville District will host a Presolicitation Workshop for prospective offerors regarding an upcoming Request for Proposal (RFP) to construct a concrete seepage barrier at the main embankment and saddle dam embankment of Center Hill Dam, located near Lancaster, Tennessee. The RFP will be issued on or about October 2009. The primary feature of work is installation of an approximate 900-foot long concrete seepage barrier at the Center Hill Dam main embankment. The barrier will have a minimum 2-foot thickness and extend from elevation 696 to elevation 455 msl. The barrier will be installed through the existing earthen embankment and underlying limestone foundation. Portions of the limestone foundation exhibits rock hardness in excess of 19,000 psi. The work will also include foundation grouting from the gallery in the concrete dam, as well as installation of a foundation grout curtain at the 800-foot long saddle dam. A grout curtain is currently being installed at the main dam embankment under separate contract. EVENT DETAILS: The workshop will be held on July 15 and 16, 2009, at the Center Hill Dam Resource Managers Shop Facility, 158 Resource Lane, Lancaster, TN 38569. (The Resource Office is on the north side of the dam near Highway 96 just past the intersection of Highways 96 and 155. The Shop Facility is the metal building past the stone Managers office.) The workshop will consist of the following: 1.Beginning at 8:30 a.m. CDT on July 15, 2009, the Corps will present an overview of the project including history, technical information, current work and upcoming contract seepage barrier requirements. The Corps will also discuss plans to procure construction of the seepage barrier using the formal best value tradeoff selection process. The Corps Center Hill Seepage Rehab team is considering either a traditional Firm Fixed Price Contract or use of the Early Contractor Involvement (ECI) delivery method. ECI is an integrated project delivery method. In the case of the proposed Center Hill work, the Government and contractor would collaborate to complete the base work, preconstruction services. During the base effort, the Government and contractor would take the Governments 85% complete in-house design, incorporate the means and methods of the selected contractor, develop the technical details based on the Governments plans and the contractors approach, determine the schedule and the target price based on FAR 52.216-17, Incentive Price Revision Successive Targets. It is the Governments intention to exercise the option for construction, establish a firm fixed price for the construction phase after completing the design and prior to starting the construction. The morning workshop session will conclude with a presentation on how ECI could be structured for the Center Hill work. Following the presentations there will be an open forum to allow questions and comments from prospective bidders. 2. Beginning at 2:00 p.m. CDT on July 15, 2009, a site tour will allow viewing of the sites and access. 3. Beginning at 9:00 a.m. CDT on July 16, 2009, prospective prime offerors are encouraged to participate in individual discussions with Corps team members. During these discussions, the Corps will seek input from offerors regarding technical approach, constructability, and alternative contracting strategies. These discussions will be held in confidence, and will be scheduled once registered. EVENT REGISTRATION: Prospective offerors wishing to participate in the workshop are encouraged to register for this event by providing the following information, no later than 1:00 p.m. CDT on July 2, 2009, to Contract Specialist Yvette Walker via email at yvette.walker@usace.army.mil: (1) Name of firm; (2) Firms CAGE and/or DUNS number; (3) Name and position title of the primary point-of-contact and their telephone number and email address; (4) Number of attendees participating in this workshop. Please note that registration information will be available to the public. POST-EVENT INFORMATION: Presentation slides, a list of Questions and Answers, and the Participant List will be posted to the Federal Business Opportunities website no later than August 7, 2009. NOTE: This Notice is being issued for planning and informational purposes only. It does not constitute a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice, or participation in this event (to include attendees travel costs) nor will the Government accept proposals as a result of this Notice.
