Description
Description: The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. The Government reserves the right to cancel this solicitation at any time. The project design includes, but is not limited to: Interior repairs/upgrade shall include new wall, ceiling and floor finishes throughout. Replace all existing window glass and door glass with new blast resistant windows and doors. Electronic lock replacement. The existing back entry will be converted to a laundry facility. Caged storage areas at the South side of the building will be converted into a dayroom. Add door and wall at existing electrical area from storage area. Bathroom areas will receive new paint above existing tile wainscot. The existing ceramic tile flooring will remain. The existing shower units will remain, clean and reseal. All interior walls will be repainted. Kitchen areas will require new flooring and new countertop and sink. Microwave shelf and upper cabinet extension will be added. The Wash Alcove will receive new paint; replace countertop and sink. Existing energy efficient fixtures will remain throughout the entire building. New energy efficient lighting will be added in the new dayroom on first floor. Existing exit signs will be replaced with new in existing locations. Power will be provided to new exhaust fans and mechanical equipment as required. Existing panels and associated feeders shall remain in place as at present. Circuit breakers serving bedroom units and dayrooms will be replaced with new AFCI type breakers. New receptacles will be added in the new dayroom and laundry room on the first floor. All new receptacles shall be circuited to existing electrical panels, new breakers shall be provided as required. A new complete fire alarm system will be provided, existing conduit may be reused. All new fire alarm circuits shall be in red conduit. New PA speakers and cables will be provided in the corridors, dayrooms, laundry rooms and office for connection to government provided PA system. Additions to the existing mechanical system will include installing hydronic cabinet unit heaters in the opposite stair wells on the first floor with thermostats being located on the second floor in the stairwell. A fan coil unit will be added to the new day use area to provide cooling to the day use area. A new ductless split air conditioning unit will be installed in the laundry area. Laundry makeup air for the dryers will be provided by a tap into the existing ventilation system. A modulating control damper shall ‘count' the number of dyers in operation and increase makeup air as required. Three new stacked washer and dryers will be located in the rear entry atrium to the building. The hot and cold water for the washing machines will be tied into the existing hot and cold water lines. Some saw cutting will need to be done in order to tie in the three drains from the washing machines into the existing drain. The dryer vents shall be side wall vented to the back of Building 635 with exterior wall caps. Recessed wall boxes with 2" drains and hot and cold water shutoffs will be provided and installed by the contractor. The Performance Period for this project is 270 days after receipt of Notice to Proceed. The anticipated magnitude of this project is between $1,000,000.00 and $5,000,000.00. This Request for Proposal will be available on or about 6 July 2009. The Request for Proposal will be available by Electronic Transmission only at: http://www.fbo.gov. The Notice to Proceed may be issued within 30 days after award. This acquisition is set-aside 100% for small business. Potential offerors must be currently registered in the Central Contractor Registry to be eligible for award. (See Internet Site: http://www.ccr.gov).
