- Source Sought for a Total HubZone set aside under the North American Classification System (NAICS) Code 236220. The small business SIZE STANDARD for this project is: $33,500,000. ** If qualified and interested in this project, provide your responses to the questions below to Stephanie.d.randall@usace.army.mil no later than Monday June 29th, 2009 at 0900. 1.Does your firm have the bonding capability to support this project? If so, respond with the name of the surety and contact person. 2.Does your firm have access to an architect-engineering firm, or have the in-house capability to design the required concession stand and scorers booths? If A-E will be sub-contracted, identify the name of the firm and contact person. 3.Will your firm be able to procure the necessary resources during the projected schedule? 4.Estimate how much work will be conducted in-house and how much will be sub-contracted? 5.Has your firm performed similar projects with in the past three (3) years? If so, list the projects, location, size of facility, and size of project. 6.Provide the name of your firm and contact information. ________________________________________________________________________ The General SCOPE OF WORK includes but is not limited to: Construction of four (4) softball fields, supporting facilities, and associated site work to accommodate fast and slow pitch softball for tournament play. An aerial photo of the existing fields is attached to this announcement. Site work includes utility relocations/upgrades and parking lots. Supporting facilities include concession building with restrooms and office, scorers booths, maintenance building. The full design will be provided. It is anticipated that the site will be graded and compacted at the time of NTP. A draft site plan for the new softball fields is attached. Capacity of each softball field shall be between 60 people (players and spectators) and 100 people. Intent of this Request for Proposal (RFP) is to replace in kind the softball fields and supporting facilities. The estimated MAGNITUDE of this project is between $1,000,000 and $5,000,000. The solicitation will be issued as a Request for Proposals (RFP) which will result in the award of a single Firm Fixed Price (FFP) construction contract. -Solicitation will be AVAILABLE on or about August 8, 2009, and -Responses will be DUE on or about September 7, 2009. -Schedule is very tight, no extensions will be authorized. BID BONDS are required at the time of submitting proposals. In order to comply with the schedule PERFORMANCE and PAYMENT bonds are required as soon as possible after the notice of award. Once the performance and payment bonds are approved the Notice to Proceed (NTP) The following is the BASELINE SCHEUDLE to a successful completion. -Notice to proceed will be issued on, or about 25 September 2009 -Complete Site Work 24 November 2009 -Complete Structures by 4 March 2010 -MUST have usable play surfaces constructed by March 31, 2010. The schedule for this project is fast paced and pertinent. LIQUIDATED DAMAGES (Amount TBD) will be charged to the contract in the event that this completion date is not met. Per FAR CLAUSE 52.219-14 LIMITATIONS ON SUB-CONTRACTING the vendor is required to perform at least 15 percent (%) of the COST of the contract, not including the cost of materials, with its own employees. UTILITIES: On-site utilities will be available to the contractor for use on this project. At this time no Pre-Solicitation Conference is planned for this solicitation. If the government does elect to hold a Pre-Solicitation Conference, this pre-solicitation announcement will be modified accordingly. An organized SITE VISIT will be announced at a later date. Upon announcement of the organized site visit, attendees should arrive early to allow time to pass through security. You must present a valid drivers license, current vehicle registration and proof of insurance to obtain a vehicle pass. This solicitation with plans, specifications, and any amendments, will be published in electronic format on FedBizOps (https://www.fbo.gov/). Vendors must be actively registered in FEDTEDs to obtain a copy of this solicitation. There will be no printed hard copies or CD-ROM Disks provided by this agency. Note: Plan Rooms, Printing Companies, and various Trade Associations frequently register as Plan Holders for electronic solicitations and make them available in printed or CD-ROM format for a fee.
