Description
RECOVERY--Fort Hood Directorate of Contracting is issuing a pre-solicitation notice for a firm fixed price construction contract to replace five (5) 180 Ton, and one (1) 50 Ton air cooled chillers with two (2) 200 Ton, three (3) 180 Ton, and one (1) 50 Ton air cooled brand new units. In addition, the project requires the installation of one (1) 85 Ton new air cooled chiller and one (1) 750 MBh new Condensing boiler as part of a renovation. The locations of these projects are at bldgs 91012, 10043, 22028, and 34011 on Fort Hood, Texas. This acquisition is 100% set aside for qualifying HUB-ZONE firms under NAICS 238220 (Size Standard $14 Million). The magnitude of the procurement is estimated to be between $1,000,000 and $5,000,000. All work under this contract will be performed within the confines of the Fort Hood Military Installation, at Fort Hood, Bell County, Texas. Davis Bacon Wage Decision TX20080049, Building Construction for Bell and Coryell Counties, Texas will govern work under this contract. Performance and payment bonds, in the bid amount, are required for this contract. A bid guarantee in the amount of 20% of the bid price is also required. An organized site visit will be conducted for this procurement. Details of that site visit will be available in the solicitation. Under this contract, the contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturers specifications and recommendations, and all contract special provisions, terms and conditions. This project encompasses replacement and disposal of two (5) 180 Ton, multi-screw, R134/R410 compressor, air cooled chillers with two (2) 200 Ton, multi-screw, R134/R410 compressor, air cooled brand new units with hail guards, and three (3) 180 Ton, multi-screw, R134, 105 degree ambient compressor, air cooled brand new units with hail guards; Replacement and disposal of one (1) 50 Ton, multi-screw, R134/R410 compressor, air cooled chiller with one (1) 50 Ton, multi-screw, R134/R410 compressor, air cooled brand new unit with hail guards; Renovate HVAC system by installing one (1) air cooled chiller, 208/230V 3ph, R134/R410, multi compressor with a capacity of 85 tons at 105 deg ambient, with hail guards, one (1) lo-nox 750 MBh condensing boiler, and all electrical service required for this equipment with existing HVAC controls replaced with DDC. The Government has allocated 90 calendar days for completion of the contract requirements. The solicitation will be issued on or about 1 July 2009 under solicitation number W91151-09-B-0012 to the Army Single Face to Industry (ASFI) at https://acquisition.army.mil/asfi/. No paper copies of this solicitation are available.
