Description
The U.S. Department of Commerce, NOAA, intends to purchase 15 each of the following item from Belfort Instrument Company; Calibration Kit, Visibility, Belfort P/N 32339. In Addition All Calibration Kits Shall Have a Piece of ¼" CDX Plywood (No Pressboard, Aspenite or Masonite) that has a Dimension of 36" x 24" on the Outside of Both Sides of the Calibration Kit and Inside. The Calibration Kit is a proprietary tool specifically manufactured by Belfort Instrument for the National Weather Service (NWS) Automated Surface Observing System (ASOS) program. The ASOS Visibility Sensor was tested and selected at considerable Government expense to be the baseline Visibility Sensor approved for the ASOS. Accurate field calibration checks performed using the (Calibration Kit, Visibility Sensor, Belfort P/N 32339) are critical in ensuring the sensor reports accurate data. Any redesign and remanufacturing costs could not be recovered by using competitive processes. The Government does not have the design rights of the manufacturer drawings for this part. Therefore, it is recommended to purchase the item by part number. This item is being purchased for the National Weather Service (NWS), to be delivered to the National Logistics Support Center, Kansas City, MO. The intended procurement is for supplies for which the Government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisitions Procedures. The Government intends to solicit and negotiate with only one known source under the authority of FAR 6.302. However, all proposals received within 5 calendar days after the date of publication of this notice will be considered by the Government. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to Belfort Instrument Co., whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to provide this product. Interested firms should submit its name, address, point of contact, telephone number, and a brief statement regarding its capability to provide the specified calibration kit or a calibration kit that provides the same fit, form and function as that specified. Any responses that provide for a part other than that specified must be accompanied by descriptive literature and certified test results that show it meets the same form, fit and function of the part number specified (P/N 32339). Also include the name, telephone number, and point of contact for businesses or other Government agency to which it has previously provided the item. The NAICS code for this item is 334513.
