Description
NAICS Code: 511210 Justification for Other than Full and Open Competition as posted on FedBizOpps On behalf of The U.S. Environmental Protection Agency's Office of Environmental Information, the Office of Acquisition Management (OAM), Headquarters Procurement Operations Division (HPOD), Information Resources Management Procurement Service Center (IRMPSC) intends to award a sole source purchase order. In accordance with FAR 6.302-1(c), Only one responsible source and no other supplies or services will satisfy agency requirements and Application for brand name descriptions, this purchase order is to acquire Fortify 360 for one user. The period of performance will be from date of award through one year and includes three one year option periods for annual service maintenance. This brand name purchase is considered essential for EPA business. Market research for source code vulnerability analysis commercial-off-the-shelf products yielded Fortify 360, unlike WebInspect, Ounce and Veracode Security Review, HP and IBM, provides all necessary features (C, C++, VB, PHP, ColdFusion, Java, and Lotus Notes) in a format that stands alone, is portable, provides annual maintenance and is credible by leading market place IT authorities. This requirement is competitively issued as a combined synopsis solicitation 100% small business setaside under NAICS 511210 Software Publishers on www.fbo.gov and www.fedbid.com One purchase order will be awarded, CLINS may be viewed on www.fedbid.com Quotes received will be evaluated for award based upon lowest price, technically acceptable. The Government will evaluate quotes for award for award purposes by adding the total price of all options to the total price for the basic requirement. The Government may determine that the quoter is unacceptable if the option prices are significantly unbalanced. Evaluation of the options shall not obligate the Government to exercise the option(s). Quoters MUST be authorized Fortify resellers. Please submit questions referencing RFQ-DC-09-00217t to the Contracting Officer via email at lael.kelly@epa.gov. Questions submitted by 4:30 p.m. EST June 22, 2009 and their corresponding answers will be posted as an amendment to this posting. All other questions are not guaranteed an answer. Quotes shall be accepted until 4:30 p.m. EST June 26, 2009. All quotes shall be submitted through www.fedbid.com.
