- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. FAR Subpart 13.5 will be used. The Naval Surface Warfare Center, Dahlgren Division, intends to procure the following items:This requirement is for a Firm Fixed-Price contract for the acquisition of an Antenna Pedestal Controller. This is a Request for Proposals (RFP); the solicitation number is N00178-09-R-3110. This synopsis document incorporates clauses and provisions in effect through Federal Acquisition Circular 2005-33, effective 15 June 2009, Class Deviation 2005-o0001, and DFARS Change Notice 20090115. The associated Federal Supply Classification is 5895; the Small Business Size Standard is 1,000 employees. The NAICS Code associated with this procurement is 334119. DESCRIPTION: CLIN 0001: two (2) Heavy-duty pan tilts with RF/Pl01 pass through capabilities; CLIN 0002: two (2) Heavy-duty payload brackets, side mount; CLIN 0003: two (2) AC starter kits; CLIN 0004: two (2) Geo-pointing modules and CLIN 0005: one (1) C language programmer's interface. The following specifications are required: The pedestal must weigh 50 lbs or less, the pedestal must support 50 lbs or greater, the pedestal must have continuous azimuth movement, the pedestal must point -10 to +100 degrees from horizon in elevation, the pedestal must pass DC-18GHz, the pedestal must have an electronic controller, the controller must be programmable in the C language, the controller must have a pointing resolution of 0.5 degrees or less, and the controller must be able to receive GPS measurements and have a GPS interface available. DELIVERY: All deliveries shall be inspected and accepted at the point of destination. The system shall be delivered FOB Destination to Naval Surface Warfare Center, Dahlgren Division, 6220 Tisdale Road, Suite 159, Dahlgren, VA 22448-5114, Attn: Code Q54/Kau. INSTRUCTIONS - The provision at 52.212-1, Instructions to Offerors - Commercial applies to this acquisition. Addenda to FAR 52.212-1 Instructions to Offerors- Commercial Items: In order to maximize efficiency and minimize the time for proposal and capability evaluation, it is requested that the offeror submit a proposal in accordance with the format and content specified. The original shall be clearly identified as "ORIGINAL" and bear original signatures. The copies shall be complete and clearly identified as "COPY". The offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation "DUNS" followed by the DUNS number that identifies the offeror's name and address. The offeror shall provide documentation that shows their current active registration in the Central Contractor Registration (CCR). Lack of registration in the CCR database will make an offeror ineligible for award. Offerors shall include a completed copy of the provisions at 52.212-3 and 252.212-7000, Offeror Representations and Certifications- Commercial Items and, with its offer. The clause at 52.212-4, Contract Terms and Conditions- Commercial Items, applies to this acquisition. The clauses at 52.212-5 and 252.232-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Deviation) and, applies to this acquisition. Offers are due no later than 2:00 p.m. EDT on 22 June 2009.
