Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a request for quote (RFQ) No. AG-02NV-S-09-0095; quote due date is July 2, 2009. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 33, effective as of 6/15/09. Non-manufacturers must furnish in the performance of the contract, the product of a small business manufacturer, which end product must be manufactured or produced in the United States. Small size standard for the manufacturer of the item would be 500 employees. Quantity and Unit of Measure is 1 each. Price quote shall include delivery FOB to the project site which is located at 29 East Fremont Lake Road in Pinedale, Wyoming. 1. GENERAL This project consists of supplying one (1) new 20 foot long boat with a steel painted trailer and motor to meet the following specifications: Boat Specifications: 1 - one new 20 foot long boat constructed of marine grade aluminum 2 - at least 1000 pound capacity 3 - custom designed interior layout rated for at least 90 horsepower outboard engine with remote, no feed back, steering system 4 - bottom hull to be a 8 degree v-hull constructed of 0.190 gauge marine grade aluminum (gull wing bottom hull configuration) 5 - 72 inch wide bottom constructed of 0.190 gauge marine grade aluminum with 2 inch x 2 inch 1/8 inch tubing on 12 inch centers 6 - three 1.5 inch X 1.5 inch x 1/8 inch angled bottom keels 7 - three longitudinal bracing 3/8 inch x 2 inch running full length of bottom of hull 8 - 30 inch deep sides constructed of 0.190 gauge marine grade aluminum 9 - 96 inch beam 10 - 1.25 inch rigid gunwale pipes 11 - interior to have at least 0.125 gauge diamond tread plate aluminum floor 12 - 4 foot front work deck with 0.125 gauge diamond plate deck 13 - bilge pump with switch 14 - removable navigation lights with fuse panel 15 - two 2 foot x 2 foot seats with dry storage underneath 16 - two 6 foot fold down jump seats 17 - side mount console with lockable glove box and windshield and control bracket 18 - finished product should be Coast Guard approved Steel Painted Trailer Specifications: 1 - all stainless steel hardware 2 - all welded heavy duty steel construction 3 - ideally, trailer would be shaped around boat and built by the same manufacturer 4 - tandem axle steel painted trailer constructed from 4 inch X 2 inch X 1/8 inch steel rectangular tubing 5 - adjustable axles to be able to properly balance weight distribution 6 - twelve foot side guides with submersible lights 7 - 2100 lb. winch 8 - 2 inch coupler 9 - polyethylene side and bottom bunks, tongue jack and stand with 8 inch wheel and safety chains 10 - 14 inch wheels with spare tire and mounting bracket and hydraulic brakes, lubed hubs and EZ lube axles 11 - heat shrank butt connecters on all wiring Motor Specifications: 1 - at least 90 horsepower four-stroke outboard engine Delivery Date: On or before September 4, 2009. The provisions at 52.212-1, Instructions to Offerors—Commercial, and 52.212-2, Evaluation—Commercial Items are applicable. In addition to price and price-related factors (warranty, repair service locations), award evaluation will be based on past performance and compliance with solicitation requirements. These two evaluation factors evaluated together are significantly more important than price. In addition to price, offerors should include product literature of offer and information addressing the above factors in their proposals. Offerors shall include with their offers the provision at 52.212-3, Offeror Representations and Certification—Commercial Items. This may be obtained at http://www/arnet.gov/far/farqueryframe.html. Clauses 52.212-4, Contract Terms and Conditions—Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders—Commercial Items, apply to this acquisition.
