Description
The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Westboro Photonics in Ottawa, ON, Canada for the purchase of a Instrument Systems, CAS140 CT-153 Spectrometer System. Westboro Photonics is the exclusive North American representative for Instrument Systems located in Munich, Germany. NIST currently has an Instrument Systems CAS140 CT-153 already in use in the lab for field experiments to make SI traceable measurements of the spectral output of a series of standard stars. It is our intent to purchase another Instrument Systems CAS140CT-153 Spectrometer system. Should any other equipment capabilities differ from the instrument already in use, it will compromise the integrity of the analysis of the data and would make it extremely difficult to get accurate results if different equipment were to be mixed and matched. NIST requires two identical instruments to measure the light coming from our source at two different sites. Otherwise there will be a need to account for different bandpasses, etc. which will make understanding these measurements more difficult. NIST has extensive custom LabView/Ethernet based data acquisition software that has been developed specifically for the Instruments Systems CAS140 CT-153. It would be very expensive and time consuming to recreate the whole software data analysis software should another type of equipment be introduced to the existing system. Delivery shall be FOB Destination, Gaithersburg, MD, and is required within 90 days after receipt of order. The North American Industry Classification System (NAICS) code for this acquisition is 333314, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by July 2, 2009. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
